U.S. to Increase Baghdad Forces to Boost Security

The United States is moving military reinforcements to Baghdad to boost security in the Iraqi capital after the fall of Saddam Hussein's government, a top U.S. general said on Tuesday.

Major General Glenn Webster, deputy commander of U.S. land forces in Iraq, said 3,000 to 4,000 infantry and military police would be sent to the city over the next seven to 10 days.

"It will not be an invasion," he told reporters in central Baghdad. The move was not linked to any specific incidents.

Webster was speaking as residents of a town west of Baghdad said U.S. troops had shot and killed at least 13 Iraqis demonstrating against their presence in Falluja, 50 km (30 miles) from the capital on Monday night. There was no immediate comment from U.S. military officials.

The United States already has 12,000 troops in Baghdad, with 150,000 around Iraq as a whole, but Webster declined to say where the reinforcements would come from.

U.S. forces have restored some calm to Baghdad since it descended into chaos after Saddam's fall, but they have continued to meet pockets of resistance from supporters of the government ousted in the three-week U.S.-led war.

"The coalition command is the single authority in Iraq at this time and our purpose is to provide security and stability in the country so the people of Iraq can elect their own leaders and get the country running again," Webster said.

TOP PRIORITY

Webster told a meeting of about 100 former government officials, academics and technocrats that security in the capital was a top priority. People at the meeting had made suggestions on how to make the city safer and Webster said some ideas would be put into action soon.

"We have the idea of a security committee and there are people who said that they are willing to serve... I would expect to seek volunteers for this committee in the next several days," he told reporters after the meeting.

The newly installed U.S. administration is also trying to get former Iraqi policemen back to work. U.S. forces had not expected most police and judicial officials to quit their posts ahead of the invasion on March 20. Baghdad fell on April 9.

The retired U.S. general overseeing Iraq's reconstruction, Jay Garner, wants to ensure he does not re-employ any die-hard Saddam supporters. He told the meeting only police acceptable to the Iraqi people would get jobs.

Tim Cross, a Briton who is Garner's deputy in the postwar administration, said military forces were rooting out Baghdad residents who wanted the U.S.-led operation in Iraq to fail.
