Proposed Resolution on Japanese Abducted by North Korea(民社ユース提出原文)
On 17 September 2002, North Korean leader Kim Jong-Il formally admitted that North Korea has been abducted at least 13 Japanese mainly in 1970s, in a meeting with Junichiro Koizumi, Prime Minister of Japan. Kim Jong-Il apologised Premier Koizumi. The abductees were deprived of their freedom by the totalitarian regime in around 20 years.
However, the abduction problem is yet to be solved. Of 13 Japanese Nationals, 5 persons that North Korea acknowledged to survive were allowed to return to Japan now, but their families are still in North Korea. Moreover, Japanese government recently admitted that 70-80 Japanese in total, including the above 13 persons, were doubtful to be kidnapped by that country.
An agreement between the Japanese Premier and the North Korean leader in a meeting on 17 September includes that North Korea will reaffirm to abandon its nuclear programme. Yet, one month later, North Korea admitted to have a nuclear programme, along with a reference to chemical or biological arms. This is a serious threat to regional peace and stability.
According to recent opinion polls conducted by mass media, overall majority of Japanese support a firm stance towards North Korea, in which Japanese government should not launch talks for "normalising" foreign relations with North Korea unless the abduction issue is solved and the country return all the living Japanese abductees and their families in North Korea to Japan and totally abandon the nuclear programme to commit a creation of peace in East Asia. We believe that all the abductees should be returned to their original state, and it is necessary to give their children grown up in North Korea information on which country to choose.
Therefore, IUSY demands on North Korea at the present stage to:
1. disclose all the facts and information on the issue of abducting Japanese and immediately release all the living Japanese abductees and their families in North Korea, and
2. reaffirm to abandon the nuclear programme and the like and commit to disarmament for the regional peace and stability.
