US seeks foreign troops for long haul in Iraq as clashes carry on

BAGHDAD (AFP) - The US Senate called for NATO (news - web sites) and UN troops to be sent to Iraq (news - web sites) as former commander Tommy Franks said US forces may have to stay as long as four years.

On the ground, fighting continued Friday between guerrillas and US troops ahead of the unveiling of a transitory governing council for Iraq expected by early next week.

In Ramadi, 100 kilometres (60 miles) west of Baghdad, Captain Michael Calvert said two mortar bombs Friday struck a US army base inside Saddam's old presidential compound early Friday, in the ninth such attack in 10 days.

He said a helicopter gunship fired on suspected attackers, but missed its target. A US tank also fired a shell, but Calvert said it was a test round unconnected with the fighting.

Two US soldiers were wounded in a mortar attack late Thursday on a US base near Samarra, 100 kilometres (60 miles) north of Baghdad, a military spokesman said.

They were evacuated to an army hospital where they were listed in stable condition. An Iraqi was also wounded, but it was not clear if he was a civilian or one of the assailants, the spokesman said.

Samarra is on the road to Tikrit, the hometown of deposed Iraqi president Saddam Hussein (news - web sites), who still enjoys support among Sunni Muslims in the area.

In Washington, the Senate unanimously approved a call for President George W. Bush (news - web sites) to "consider requesting formally and expeditiously that NATO raise a force for deployment in post-war Iraq similar to what it has done in Afghanistan (news - web sites), Bosnia and Kosovo."


"We need more forces ... and we have to make it clear that we're not a force of occupation," said Senator Joseph Biden, top Democrat on the Senate Foreign Relations Committee.

"There's a need to internationalize this and to bring in NATO in particular," he added.

Franks, who masterminded the three-week war to topple Saddam Hussein, said it would be unwise to think difficulties faced by the coalition "will go away in one month or two months or three months."

"I anticipate we'll be involved in Iraq in the future," Franks told the House Armed Services Committee Thursday. "Whether that means two years or four years, I don't know."

Thirty-one US soldiers have been killed in attacks since Bush declared the war on Iraq effectively over on May 1, and the human and financial cost of the occupation is becoming a political hot potato for his administration.

US Secretary of State Colin Powell (news - web sites) for his part conceded in an interview on CNN that, "The guts of the work will still have to be done by the United States, Great Britain and the original members of the coalition."

One of those members, Spain, approved the deployment of 1,300 military personnel to join a Polish-led force that will take over security in southern Iraq, Spanish Defence Minister Federico Trillo said.

The total 9,200-strong multinational contingent will be stationed in the southern provinces of Qadisiyah and Najaf and is set to become operational in early September.

The Spanish brigade will also include units from the Dominican Republic, Honduras, Nicaragua and El Salvador (news - web sites) on an initial "peacekeeping mission" of six months, Trillo said.

But Germany and France, which opposed the US invasion of Iraq, said they wanted a clear UN mandate before sending troops, and India has also set conditions, reports said.

Meanwhile, a United Nations (news - web sites) official said the coalition in Iraq was putting the finishing touches to the transitory Iraqi governing council, due to be unveiled at the weekend or next week.

The coalition was in talks with representatives from the UN and political parties to settle the make-up and brief of the group, which will act as Iraq's executive body pending elections not planned for at least one year.

The body is expected to comprise 25 people -- 13 Shiites, five Kurds, one Turkmen, one Christian and five Arab Sunnis -- reflecting Iraq's population.

The council is expected to have responsibility for appointing or sacking ministers and diplomats, approving a budget and appointing a body of up to 10 members to draw up a draft constitution.

US overseer Paul Bremer is expected to retain the power of veto despite giving the council more authority than previously envisaged.

On the rebuilding front, documents showed the US Army had solicited bids for two Iraqi oil contracts worth up to a billion dollars, replacing a lucrative and heavily criticized deal awarded in March.

The work is open to US and eligible foreign companies, replacing a hotly-disputed contract doled out to a subsidiary of Halliburton -- a company run by US Vice President Dick Cheney (news - web sites) from 1995 to 2000.

The political row from the failure to find Iraq's weapons of mass destruction, cited as a key reason for going to war in the first place, rumbled on.

Bush said on a visit to Uganda that US intelligence agencies had cleared his State of the Union address, which included a claim, since discredited, that Iraq tried to procure uranium from Niger.

"I gave a speech to the nation that was cleared by intelligence services. It was a speech that detailed to the American people the dangers posed by the Saddam Hussein regime," Bush said.

"My government took the appropriate response to the dangers, and as a result the world is more secure and more peaceful."
