Blair's 'mole' denial turns the heat on Hoon

GEOFF HOON was under growing pressure over the David Kelly tragedy last night after the Prime Minister emphatically denied authorising the naming of the scientist.

The Defence Secretary -- as The Times disclosed on Monday -- approved a procedure under which Dr Kelly's identity would be confirmed as the potential source of the BBC news report that has sparked an eight-week row with Downing Street if journalists came up with it.

As a result three newspapers, including The Times, published the name in their first editions on Thursday July 10.

The procedure sits uneasily with Mr Hoon's comment on Saturday that the Ministry of Defence had made great efforts to protect the anonymity of Dr Kelly, who was found dead last Friday in woodland near his home.

With Mr Hoon being criticised by some Labour MPs for failing to protect Dr Kelly, Tony Blair appeared to be going out of his way to distance himself from the process.

Dr Kelly's former MoD colleagues are also known to be dismayed about the way the issue has been handled.

Mr Blair, answering reporters' questions on the Kelly affair for the first time during his eight-day trip to Washington and the Far East, said: "I did not authorise the leaking of the name of David Kelly."

He drew a distinction between the leaking of a name, which he said no one in the Government had been authorised to do, and the confirmation of a name put to officials.

"That's a completely different matter once the name is out there," he said, adding that the Hutton inquiry could "look at these things".

Mr Blair's determination to make plain that he had nothing to do with the disclosure could pose difficulties for Mr Hoon if Lord Hutton's judicial inquiry criticises the way the name became public. Alastair Campbell, Mr Blair's director of communications, was involved in consultations over the procedure. Mr Hoon would face calls to resign if the judge suggested that he had put his duty to the Government to undermine the report by Andrew Gilligan ahead of his duty of care to civil servants.

However, Labour MPs believe that the presence of the ministry's Permanent Secretary, Sir Kevin Tebbit, at the meeting which drew up the strategy is an important safeguard for Mr Hoon and suggests that Dr Kelly's interests would have been considered.

Lord Hutton has requested that his inquiry, expected to be held in the Royal Courts of Justice, is televised live. The move indicates his intention to ensure that the investigation carries the weight of a full-blown statutory inquiry.

The law lord has already made plain that he, and not the Government, will decide the scope of the investigation. He is hoping to begin taking evidence next Wednesday or Thursday, but will not announce his plans until Dr Kelly's funeral has been arranged.

Televising the inquiry will ensure that the affair remains news throughout the summer. However Downing Street has banned any minister from speaking about it until after it has concluded. Ministers will not respond to any allegations but wait until they give evidence themselves.

The use of cameras will not be a first. Parts of the public inquiry into the serial killer Harold Shipman were televised.

Mr Blair was asked head-on, on board his chartered British Airways aircraft why he had authorised the naming of Dr Kelly. He replied: "That's completely untrue.

"That is emphatically not the case," he added. "I did not authorise the leaking of the name of Dr Kelly. I believe we have acted properly throughout.

He said: "When you set up an inquiry you can speculate forever about what the inquiry might find but let's let the inquiry do its work."

Iain Duncan Smith called for the inquiry to have the "widest possible terms".

"I think what the tragedy of Dr Kelly has told us is that in part the political process is slightly in the dock here," the Tory leader said. "I don't believe that Lord Hutton will fail to get to the truth. My concern is that he has the remit that allows him to get to the truth.

Mr Campbell was backed at Labour's national executive meeting by the leftwinger Dennis Skinner. "I cannot understand why some people on the Left prefer to believe a BBC journalist rather than a member of our party," he said.
