　イラクに配備されているイギリス軍の基本装備が不足。この事態を重視したイギリス会計検査院が調査に動き出し明らかにした内容は実に驚くべきものだった。
　なんと５８７０億円の過剰出費である。そしてそのうち９０％、２７億ポンドがＢＡＥに食べられているというわけだ。

The Ministry of Defence is facing heavy criticism for overspending of more than ?3bn on major projects last year.

A National Audit Office study points to mounting costs and late delivery for a number of programmes, including fighter planes, submarines and missiles.

Nearly 90% of the cost overrun was down to four delayed projects from the UK company, BAE Systems.

The report's publication comes soon after the MoD faced criticism over equipment shortages in the Iraq war.

　問題の４つのプロジェクトの内訳は次の通り。

・ The Eurofighter, now called the Typhoon, whose estimated cost increased by over ?1bn last year.

Originally designed during the cold war for European dogfights, the multi-nation aircraft was originally due to fly in 1998 at a cost of ?17bn to British taxpayers. It is now estimated to cost nearly ?20bn and will be almost a decade late. It is unlikely to enter service with the RAF until 2007, and the MoD is unlikely to buy all the 232 planes originally signed for.

・ Three nuclear-powered Astute class attack submarines, also designed for intelligence-gathering and special forces operations.

Cost overruns last year have added ?1bn to the original estimate of ?2.7bn. They are already delayed by more than three years.

・ 18 Nimrod maritime reconnaissance and attack aircraft whose costs have increased to ?3.4bn from ?3bn. They are already more than five years late.

・ Brimstone, an air-launched anti-tank weapon due to have replaced the RAF's controversial cluster bombs three years ago.

The weapons are now expected to cost nearly ?1bn, an increase of more than ?100m. The MoD is trying to negotiate a deal with the makers, Matra BAe Dynamics, to sell 25% of the total - unidentified - number it has ordered to foreign countries.

Though the projects were agreed before the MoD introduced a "smart procurement" policy, the average delays are increasing after recent signs of an improving trend.

In a damning passage on the Astute class project, the audit office says: "It is now apparent that neither the department [MoD] nor BAE Systems fully understood the risks of introducing computer aided design to a new class of submarine".

　しかし、こうしたＢＡＥが主人公のイギリス国防予算問題発覚がじわじわと迫り、それがペンタゴンのＭＤテスト結果発表に重なりそうになったとわかったとして、アメリカもイギリスもただただ天に手を合わせていただけなのだろうか。

　私はそうは思わない。北朝鮮セックスアップ・ショーが彼らがとった方法だろう。

　北朝鮮に関する米英からのレポートは、つまり、日本ができそこないのＭＤに引き続き莫大な金を出し、イギリスの赤字の穴埋めをするように促した、米英からの請求書、いや、素敵なラブレターなのだ。

　自衛隊の使途不明金の話があったが、そうした日本の金が、イギリスのイラク駐留兵士の基本装備の補充に当てられているなんてことはないのだろうか。

　今の日本の状況を鑑みるに、ＣＰＡの不透明予算やこのマッド・マネー・ディシーズのＢＡＥの治療費に日本の金が投入されることも全く不思議ではない。
