Your Excellency,
Greetings and regards.
I wish to send you herewith a copy of the news published yesterday, 26/1/2004, in Arabic, by the Qatar News Agency, which attributed it to a spokesman for your office, who said: “The Japanese Government will pay sums amounting to 10 billion Japanese yen to Iraqi tribal leaders to provide the protection necessary for its armed forces sent to Iraq.” He continued by saying: “An agreement has been made between the Prime Minister, Junichiro Koizumi, and Abdul Amir Al-Rikabi, who is the leader of one of these tribes, for the payment of a massive sum in exchange for the promised protection. This took place during a visit of the latter to Tokyo last month.”
I am concerned on this occasion to inform Your Excellency of the news, and to remind you that I came to Japan and was honoured to meet Your Excellency in my capacity as the official representative of the Iraqi Patriotic Democratic Movement, and during the meeting between us which took place on 3/12/2003 I studied with Your Excellency two issues as recorded in the official minutes of the meeting in Japanese and English.
1- The possibility of a non-American approach to the issue of Iraq by Japan. This was called an approach of friendship and cooperation. It will be achieved on the following conditions:
- The approval of a massive construction programme starting with regeneration of the stricken Al-Ahwar (Marshes) District and the whole problem of a probable shortage of water in Iraq.
- A peaceful presence.
2- In relation to the first issue, Japan supports the right of Iraqis to hold their independent constitutional conference.
3- We did not deal at all with any financial issue and I have not received from you either previously or subsequently a single yen. Also I have not guaranteed to protect your forces and we have not mentioned this issue in any way at all.
This is what was agreed between us, and I did not report it in my statements to the press and television stations, or in the meetings I held with Japanese specialists on Middle Eastern affairs, or during the press conference I held at the end of my visit to Japan.
Responsibility for the news published today by the Qatari News Agency will be borne by the agency itself in the first place. However, if it is proved that information has been quoted from a source in your office, the responsibility for the serious political and intangible damage this false news has caused to me and my reputation, in total and in detail, will lie with the party which issued the original news.
In all cases, I am determined to take legal action against the person who has caused it, and I will immediately instruct a lawyer specialising in the matter and I hope to obtain my rights in full, my intangible rights in particular. As for material rights, if I obtain them, I undertake from today that they will be at the disposal of the Iraqi Patriotic Democratic Movement, and they will be allocated to the holding of an Iraqi National Conference which will prepare for the establishment of the Constitutional Council as a priority, to be followed by another task, which is the establishment of a means of communication speaking for Iraqi nationalists. I also undertake in advance not to adversely impact any of these plans.

Before I close my letter, I have to announce here and as I have done in Japan in several occasions and during the press conference that I held before my departure of your country that I refuse any presence of the Japanese self-defence forces in Iraq except according to the approach of friendship that I discussed with your Excellency. Otherwise, I shall consider your forces already deployed to Iraq, and those that will be deployed later as occupying forces, and I call that these forces will be treated exactly the same way as the American forces is being treated in Iraq now.

On this occasion, and despite any transient consideration, I wish in all honesty to express my deep regards and affection to your noble Excellency, and I again renew my sincere thanks for your excellent hospitality and reception, which I shall never forget.

According to a source in the prime minister's office, Rikabi and Koizumi struck a confidential agreement whereby Rikabi would organize 200 to 300 guards to protect Japan's SDF soldiers until the main unit arrived in Samawah in exchange for the money.
