Ukrainian Prosecutors Reveal Huge Embezzlement of Chernobyl Funds
Created: 22.04.2005 16:40 MSK (GMT +3), Updated: 16:40 MSK

The Ukrainian Prosecutor General’s Office has filed 63 criminal cases against private commercial firms, charged with embezzlement at the Chernobyl nuclear power plant, Itar-Tass reports. Prosecutors claim they have stripped the state budget of $14 million and did $170 million of damage to the victims of the tragedy and those who worked inside the reactor after the 1986 accident.

The new sarcophagus “Shelter 2” above the destroyed power-generating unit was supposed to be put into operation last year. But the money for its construction has been embezzled by the constructors over the past two years, Deputy Prosecutor General Tatiana Kornyakova said. Thus, “at best the sarcophagus will be built within two years.”

The sarcophagus “Shelter 1” that contains at least 200 tons of nuclear fuel from Chernobyl’s No. 4 reactor was built in the fall of 1986, several months after the catastrophe. Experts have repeatedly warned it is too old and may collapse at any time. The term of its guaranteed usage expires in 2006.

In addition, the plant is facing the threat of an energy blockade because of a critical shortage of financing. Power and gas supply to the plant may be interrupted, along with the railway transportation of personnel.

The nuclear plant’s debts amount to $6 million, including $1.6 million in wage bills, $800,000 in electricity bills, $120,000 in gas bills and $300,000 for the railroad transportation of staff.

This year the money for Chernobyl is to be received from a specially formed fund. But the Ukrainian government has not yet worked out a mechanism for the transfer of funds.

However, the personnel continue to montor the life-support systems of the power units and industrial facilities, as well as radiation levels.

The catastrophe at the Chernobyl nuclear power plant in Ukraine (then a part of the Soviet Union) on April 26, 1986 is widely regarded as the worst in the history of nuclear power generation. 30 people were killed immediately after the fourth reactor of the plant suffered a catastrophic steam explosion that resulted in a fire, a series of additional explosions, and nuclear meltdown. Most of the workers who went inside the reactor after the accident had no protective equipment which led to fatal radiation burns.

Call for Ukraine to Make Use of Chernobyl Land Again

It is time to make use of the land near Chernobyl again, as most of the contaminated zone is ready to receive a “friendlier” status, the president of the Ukrainian Chernobyl Union said, Interfax reports.

On April 26 it will be 19 years since the Chernobyl disaster. Yury Andreyev, president of Ukrainian Chernobyl Union, said at a press conference that most of the contaminated zone has been cleaned with time, and the radiation level in the Chernobyl area is almost the same as that in Kiev.

Andreyev said it is time to return the land around Chernobyl to the Ukrainian economy. He pointed out that before the catastrophe 76 towns in 12 districts that are now considered contaminated used to contribute 90 percent of the country’s hops, 70 percent of its flax, and 50 percent of Ukraine’s forests grow there.

“The Chernobyl area makes up 10 percent of Ukraine’s territory, this is almost the size of Belgium, yet it does not contribute to the country’s wellbeing,” he was quoted by Interfax as saying.

The no-go zone can also be of use to the economy as well, Andreyev said. He suggested modern storage sites could be built there for toxic waste, which is currently buried at various places all over Ukraine, Interfax reported.

However, Andreyev underlined that changing the status of the contaminated land is a possibility, but the status of the people who live now or used to live there can never be changed. The victims of Chernobyl should continue to receive life-long medical, social and financial help, he said.
