▲Israel: U.S. dealing with case of East J'lem men held in Iraq

The United States is handling the case of two Arab residents of East Jerusalem who have been kidnapped by a previously unknown group in Iraq, an official in the Foreign Ministry said Friday.

The statement comes hours after Army Radio quoted a source in the defense establishment as saying that Israel would not negotiate for the return of the two.

The source stated that the two had traveled to Iraq of their own accord, in contravention of the law, and that Israel would not do any deal with their kidnappers. the radio said.

Iranian television station Al-Alam said Thursday that the two men - identified as Ahmed Yassin Tikati, 33, and Nabil George Razouk, 30 - were kidnapped by the Ansar a-Din group and showed footage of the men, who Israeli media said were Christian Arabs from East Jerusalem.

Though relatives insisted Razouk had an Israeli passport and was a citizen, Foreign Ministry spokesman Jonathan Peled said he held an Israeli ID card, but was not a citizen. Peled said he could not confirm that a second man was missing.

The Palestinian Authority appealed Friday for the release of the two, saying they were Palestinians who were employed by "international institutions."

"We urge Iraqi groups who took the two Palestinians as hostages to free them. They are two Palestinians from Jerusalem working in international institutions," Palestinian Minister Saeb Erekat told Reuters.

Razouk's family denied asked Palestinian Authority Chairman Yasser Arafat to intervene to ensure his safe return, but said he would "welcome anybody who wants to help."

Lina Razouk told of her family's fear for her brother's safety, saying that he does not work for Israel or the United States and that he is "a Palestinian who for the first time left the territory of Palestine in a search for a livelihood."

Palestinian sources told the Itim news agency that Arafat's office was closely monitoring developments in the case.

The Iranian broadcast said Razouk and Tikati were Israeli and aired photographs of an Israeli identity card, a card showing membership of the Maccabi health maintenance organization, an Israeli driver's licence and a local supermarket card, as well as a driver's licence issued by the U.S. state of Georgia and a student card from Augusta College in Georgia. Relatives of Razouk, who is from a prominent Coptic Christian family, told reporters he had attended university in Georgia.

Razouk's uncle, Samir Razouk, told Army Radio on Thursday that his nephew is an Israeli citizen and holds an Israeli passport, and that he has no other citizenship.

Minister without Portfolio Gideon Ezra said that Israel will use diplomatic means to try to free the two East Jerusalem residents said to have been kidnapped.

But Ezra, a former deputy head of the Shin Bet security service, told Channel 2 television station that both men were residents of East Jerusalem but not citizens of Israel, adding Israel would try through diplomacy to get them "out of the clutches of evil."

Ezra also denied suggestions the abducted men work for Israel's intelligence agency, as they may have been coerced to say in the broadcast. "They are not couriers or agents of the Mossad," he said.

Palestinians from East Jerusalem are issued with Israeli identity cards. They are eligible for Israeli citizenship, although few apply for it.

Samir Razouk said Thursday his newphew worked in Israel for USAID, the United States Agency for International Development, and left for Iraq to work for the agency two or three months ago. Nabil Razouk lives in the Beit Hanina neighborhood of East Jerusalem and is married to a woman from the Czech Republic, his uncle said.

The abductors said in the broadcast they intended to negotiate over the captives.

"We are a religious faction," a masked man said in the tape. "We have captured spies who belong to the Zionist enemy, and we demand the immediate release of all the prisoners who belong to the religious factions [in Iraq], especially the women. We will negotiate over these two captives."

Earlier in the day, Iraqi insurgents were reported to have kidnapped eight South Koreans - one of whom was said to have been released a short time later - and three Japanese. The captors, armed with automatic rifles and swords, threatened to burn the Japanese alive if Tokyo did not withdraw from the U.S.-led coalition.

South Korea's YTN TV reported Thursday night that the seven South Koreans held in Iraq were released unharmed, but there was no immediate official confirmation.

Father says Nabil went to help Iraqis
George Razouk, Nabil's 72-year-old father, said that he became aware of his son's abduction from the media. According to the father, his son told him in a converation about a week ago that he was working in the city of Hilla, next to the Iraq-Kuwait border.

"I spoke with Nabil and he told me that they have guards and that they would not be in danger in the areas where they would be," said George Razouk. He also said that his son had worked on similar projects in the territories.

According to his father, Nabil has an Israeli passport which he requested in order to work and depart from Israel freely. "Three months ago Nabil was called to Amman and after a week we understood that he was going to Iraq to work on projects for the Iraqi people," he said.

"Nabil doesn't belong to any Palestinian organizations and he has no political ties whatsoever. I ask whoever is holding him to release him because he has no connection to the state [of Israel] and certainly isn't a spy for anyone."

The security establishment recently received general warnings of the danger that Israeli citizens in Iraq might be kidnapped. One of the warnings dealt with the abduction of Israeli journalists. Security sources reiterated Thursday that Iraq is still defined a hostile state and that all Israeli citizens are forbidden from entering its territory.

Israel asks U.S. for any details of abduction
Israel has contacted the State Department for details and updates regarding the two abductees. Meanwhile, Foreign Ministry officials offered all assistance to the Razouk family, while also requesting any updates should they receve any additional information.

MK Abdulmalik Dehamshe, who chairs the United Arab List, called on the government "to act in the most humanitarian manner toward the abductees, even though they are Arabs, just as it does for all Israelis, so that the failure of Azzam Azzam isn't repeated."

Azzam Azzam is an Arab citizen of Israel convicted in an Eygptian court of spying for Israel. He is now serving a prison sentence in Egypt.
