A proposal to acquire missiles would greatly alter Japan's defense policy.

In a radical change in policy, the Defense Agency is considering giving the Self-Defense Forces capability to attack enemy bases.

Specifically, the envisaged policy change would be translated into introducing missiles and acquiring light aircraft carriers, sources said.

That move would take Japan into an uncharted theater of defense. The nation's current policy based on the principle of an exclusively ``defensive defense posture'' means Japan cannot own munitions for use outside of this country.

Rather than deploy its own cruise missiles, for example, Japan's policy has been to leave to the U.S. military to attack theoretical enemies outside Japanese territory in line with Japan-U.S. defense guidelines.

Although the government maintains the right to launch an attack on its own, as long as it is within the justification of self-defense, Tokyo has not possessed weapons to implement such action.

The government in 1956 adopted the stance that it is within the scope of self-defense to attack an enemy base when there is no other way to defend Japan from enemy missiles.

However, former Defense Agency chief Shigejiro Ino said in 1959 that it is against the principle of the Constitution to own weapons that threaten other nations.

That view has held sway since and is the basis for Japan's policy not to possess weapons capable of attacking enemy bases.

The agency plans to include such systems in the next National Defense Program Outline to be compiled at the end of this year, sources said.

But even some in government are wary that introducing missiles such as the Tomahawk could be taken as a threat by East Asian nations and contribute to diplomatic problems.

An agency council headed by Defense Agency chief Shigeru Ishiba is mapping out long-term defense policies and plans for weapons to be included in the National Defense Program Outline.

The council recently summed up discussions that have taken place so far and said that Japan should ``consider'' owning such missiles to ``prevent enemy invasion.''

The U.S. missile Harpoon 2, with a 200-kilometer range, and the Tomahawk cruise missile, with a range of around 2,000 km, are being considered, said the sources.

Acquiring light aircraft carriers is also being considered, sources said.

In March last year, Ishiba told a Diet session that it ``would be worth considering'' giving the SDF the capability to strike enemy bases.

However, Prime Minister Junichiro Koizumi quickly denied the government had such a plan, stressing that Japan will continue to concentrate solely on defense.

Some officials in the Defense Agency also oppose Tomahawk capability and acquiring light aircraft carriers because, ``they are for attacking other countries and there is no reason for Japan to have them.''

It is not clear at this point, however, how the agency plans to carry out the debate on the next National Defense Program Outline, sources said.(IHT/Asahi: July 26,2004) (07/26)
