Ad-Diwaniyah.

Hand of Iranian religious leaders seen behind battle over control of Shi‘i religious funds in fighting in ad-Diwaniyah.

Bloody fighting raged in the southern, predominantly Shi‘i Iraqi city of ad-Diwaniyah on Monday as conflict between local Shi‘i Arab tribes and the Jaysh al-Mahdi militia with Iranian religious authorities behind it, drew in the puppet army and police. In a dispatch posted at 10:45am Makkah time Monday morning, Mafkarat al-Islam reported that fierce fighting had broken out between the Iraqi puppet army and police on one side and the residents of the city of ad-Diwaniyah, about 120km southeast of Baghdad, on the other, when the puppet regime forces tried to search the northern districts of the city.

The ad-Diwaniyah correspondent for Mafkarat al-Islam reported eyewitnesses in the al-‘Askari neighborhood in the northern part of the city as saying that the fighting erupted when puppet police and army troops tried to carry out a campaign of raids on the northern neighborhoods of the city, sparking clashes in which local residents used light and medium weapons and mortars against the puppet army and police. More details on the background of the fighting emerged during the day.

In a dispatch posted at 5:55pm Makkah time Monday afternoon, Mafkarat al-Islam reported that more than 30 people had been killed and 90 wounded in the fighting in ad-Diwaniyah, about 120km southeast of Baghdad. The an-Nasiriyah correspondent for Mafkarat al-Islam reported local eyewitnesses as saying that differences arose between the Jaysh al-Mahdi militia, loyal to Shi‘i sectarian cleric Muqtada as-Sadr, and the local Shi‘i tribes of ad-Diwaniyah concerning how authority and executive powers over local Shi‘i mosques and shrine tombs should be divided up.

The puppet army and police were drawn into the clashes and in all dozens were killed or wounded in the fighting. The correspondent reported that at the root of the fighting lay the money that the Jaysh al-Mahdi militia has begun to collect. The Shi‘i tithe known as the “khums” (a fifth of people’s property) as well as money from Shi‘i pilgrimage visitation shrines and centers ミ funds that amount to dozens of millions of dinars every month had previously been collected and administered by the local Shi‘i Arab tribes.

The Jaysh al-Mahdi recently had moved in and insisted that it must have the authority to collect those funds and distribute them, sparking a conflict with a number of the local Shi‘i Arab tribes that opposed the Jaysh al-Mahdi’s impositions, pointing out that they had long been in charge of the shrines and the tithes in the area. The Mafkarat al-Islam correspondent reported that although the clashes appeared to be infighting among the Iraqi Shi‘ah, another dimension to the fighting has been the role of Iran, which is seen as attempting to use religion to exert its hegemony over the Shi‘i regions of Iraq.

The correspondent reported sources in the Shi‘i Arab tribes as saying that for some time Iran had been trying to subjugate the tribes in the ad-Diwaniyah area to the religious hierarchy in the Iranian city of Qom. The local Shi‘i Arab tribes, however, have consistently refused to take an oath to the religious authorities in Qom, according to Shaykh Muhammad Al Bakrah, one of the shaykhs of the Rabi‘ah tribe in an-Nasirah. Shaykh Al Bakrah blamed the Shi‘i infighting in ad-Diwaniyah on the role that Iran was playing, trying to “drop what remains of southern Iraq into the pockets of the clergy in Qom” as he described it.

In a dispatch posted at 6:30pm Makkah time Monday afternoon, Mafkarat al-Islam reported that a short while earlier, US troops backed by armored vehicles and helicopters had stormed areas of ad-Diwaniyah, as-Saray, and al-Bathah accompanied by the Iraqi puppet army allies. The an-Nasiriyah correspondent for Mafkarat al-Islam reported that the US troops imposed a curfew on the province and threatened to kill anyone seen outside his house.

Eyewitnesses and reliable sources told Mafkarat al-Islam that dozens of Jaysh al-Mahdi militiamen had been rounded up, including the commander of the Shi‘i sectarian Jaysh al-Mahdi militia in the area, a man who goes by the name ‘Abd al-Imam ‘Ali. The sources said that the Shi‘i tribes in the city had called in the US occupation troops and Iraqi puppet army forces to break up and put down the fighting that had raged in the city as the Jaysh al-Mahdi strove to seize control over Shi‘i tithes and other religious funds.

In a bulletin posted at 7:40pm Makkah time Monday evening, Mafkarat al-Islam reported that a short while earlier, US warplanes had struck two houses in ad-Diwaniyah in which members of the Shi‘i sectarian Jaysh al-Mahdi had fortified themselves. The ad-Diwaniyah correspondent for Mafkarat al-Islam reported sources in the ambulance service as saying that at that time more than 10 bodies of Jaysh al-Mahdi militiamen had been dug out of the rubble of the houses. Four wounded people had also been extracted from the ruins of one house located in the al-Iskan section of central ad-Diwaniyah.
