日本の北朝鮮外交はどうあるべきか
やはり六カ国協議について一言書いておかねばならないだろう。予想されていたとはいえこれほどまでに日本の立場が軽んじられた交渉はなかった。政府や御用解説者がどのように強弁しようとも日本の北朝鮮外交は失敗に終わったのだ。拉致被害者家族の絶望感だけが残されたのである。耐えられないほどの悲しみだ。
なぜ日本外交はかくも存在感を示す事が出来なかったのか。それは核問題といい、拉致問題と言い、そして国交正常化といい、本来は日本が一番強い立場にあるはずであった問題を、ことごとく米国の指導力に委ねたからだ。北朝鮮や国際政治に対する外交姿勢が根本的に異なる米国に、日本は自らの外交を埋没させてしまったからだ。
六カ国協議が日本に不利に進展する中で、「日本は席を蹴って退席すべきだ」という意見が雑誌などで見られるようになった。そういう気持ちに私もさせられるような六カ国協議であった。しかしそうではないのだ。六カ国協議を退席するのではなく、日本は六カ国協議という国際政治の場で次のような日本の立場を堂々と主張すべきであったのだ。そしてその主張を世界に届くように公開して主張すべきであったのだ。
「日本は過去に犯した過ちを謝罪し北朝鮮との国交回復を心から願う。その際の日本側の最大の要望は北朝鮮の邦人拉致という非人道的な問題の解決だ。この問題の真の解決なくしては真の国交回復は出来ない。それが日本国民の総意だ。拉致問題は日朝関係の不幸な過去の歴史の中で起きた問題であるかもしれない。北朝鮮から見れば日本もまた北朝鮮の国民に非人道的な政策を取って来たということになるだろう。だからこそ日本と北朝鮮はお互いに自らの犯した過去の誤りを認め合い、清算して、包括的にこれを解決すべきなのだ。この解決によってのみ真の国交正常化が可能になる。日朝国交回復こそ、アジアの平和、いや世界の平和に貢献することになるのだ。国交正常化が実現した暁には日本は北朝鮮の復興、開発にあらゆる支援を行う用意がある。
北朝鮮の核兵器撤廃については、日本はこれを強く求める。しかし核兵器撤廃は北朝鮮だけの問題ではない。核兵器不拡散、核軍縮は人類の共通の目標である。唯一の被爆国である日本は核大国が率先して核軍縮に取り組む事を一貫して要求してきた。これこそが核不拡散の最善の道である。北朝鮮に核兵器開発の停止を求めるとともに、そのためにもまず全ての核保有国が核軍縮を進める事を求める」
何故日本はこのような立場で六カ国協議に臨めなかったのか。この日本の主張に正面から反論できる国があるというのか。この自明、かつ単純、明快な立場の表明を日本は力強く六カ国協議の場で宣言すべきであったのだ。世界にこの日本の立場を知らしめるべきであったのだ。この私の考えに異論があったら教えて欲しい。
Japan Renounced Its Strong Position in 6 Party Consultations
Marathon consultations on the issue of North Korea among 6 countries ended up with a compromise between US and North Korea. It is so obvious that Japan is a big loser in a sense Japan could not get any commitment from North Korea on the issue of rescuing abducted Japanese nationals.
The sole and biggest reason of this failure of Japanese diplomacy derives from the fact that Japan renounced at the beginning its independent diplomacy leaving everything to US whose foreign policy towards Asia and World is fundamentally different from that of Japan.
As a matter of fact Japanese position must have been strongest on main issues of 6 party consultations , i.e. nuclear disarmament, abduction, normalizing diplomatic relations with North Korea and economic support.
To make use of this strong position Japan should have declared as follows in 6 party consultations at the very beginning and should have appealed to the world.
[ Japan apologizes what it did to the people of North Korean in the past. Japan is anxious to normalize its diplomatic relation with North Korea resolving all issues deriving from the unfortunate past relations between two countries. The most serious issue for Japanese people is rescuing abducted Japanese nationals from North Korea. If this issue will be resolved in mutually satisfactory manner the Japanese Government and people is ready for normalizing diplomatic relations with North Korea and extend every support for North Korean economic reconstruction and development.
On the nuclear issue of North Korea Japan not only urges North Korea to stop developing nuclear weapons but also ask first all nuclear superpowers to reduce and eventually abolish their nuclear weapons. This is the best and only way to get rid of the nuclear threat from the world and let North Korea to feel not necessary to develop a nuclear weapon .
Japan, the only country victimized by this inhuman nuclear weapons, believes nuclear weapons cannot coexist with human being. Let us all find the solution that not only the North Korean nuclear weapon but all nuclear weapons will be dismantled from the world.]
Who, not to mention North Korea, can resist this appeal of Japan?
