Truck bomb targets puppet police checkpoint in ar-Ramadi Friday.

In a dispatch posted at 8:49pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that 20 people were killed and 30 more injured when an explosives-laden truck packed with chlorine gas blasted a puppet police checkpoint in a western neighborhood of ar-Ramadi, 110km west of Baghdad Friday.

AMSI reported a puppet “Iraqi Interior Ministry” official as saying that one officer in the puppet police was among the dead and two other puppet policemen were wounded.

Quds Press reported puppet police officer Jum‘ah Muhammadi as saying that a Resistance fida’i fighter drove the truck bomb into the checkpoint, which is located in the at-Ta’mim neighborhood.

Al-Fallujah.

US attack kills 10 civilians near al-Fallujah Friday morning.

In a dispatch posted at 4:36pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that the Americans bombarded the area of al-Fuhaylat southwest of al-Fallujah, which is 60km west of Baghdad, early on Friday morning.

AMSI reported a puppet security source in al-Fallujah as saying that the American attack left at least 10 local people dead and more than 20 more wounded. Five homes were totally destroyed and a large number of private cars were set ablaze. Considerable property belonging to the local people was also heavily damaged, the source said, adding that the death toll was likely to rise, since villagers were still searching through the rubble looking for victims. As of the time of reporting the Americans had issued no statement on their deadly attack.

Mysterious bomb kills seven family members in ‘Amiriyat al-Fallujah Friday morning.

In a dispatch posted at 4:36pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that a mysterious bomb exploded by a private car in ‘Amiriyat al-Fallujah, 7km south of the city of al-Fallujah on Friday morning.

AMSI reported that the bomb, which had been planted by the side of the road, killed seven civilians, including women and children, and wouded two more people.

US, puppet troops arrest 22 in dawn raids near al-Fallujah Friday.

In a dispatch posted at 4:28pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that puppet Iraqi army forces accompanied by US occupation troops carried out raids on the al-Karmah area, 7km east of al-Fallujah, at dawn on Friday.

AMSI reported its correspondent in the area as saying that the Americans and their puppet allies raided several homes in al-Karmah as well as the local mosque where the dawn prayer service was being held. In all the soldiers rounded up and arrested 22 local people.

Whose interests is al-Qa‘idah serving? Iraqi Resistance organization issues statement in response to activities and demands of al-Qa‘idah in Iraq.

In an article posted on numerous websites, including the patriotic Iraqi albasrah.net, on Thursday, the Islamic Army [al-Jaysh al-Islami] Iraqi Resistance organization issued a response to statements and activities of the al-Qa‘idah organization in Iraq and its leader Abu ‘Umar al-Baghdadi.

In their message of some 10 pages in length, replete with references to the Qur’an, to statements by the prophet Muhammad, and rulings by well-known classical Islamic scholars of the Hanbali fundamentalist orientation, the Islamic Army stated that it was saddening that as God’s victory approaches closer with every passing day, and as the occupation forces suffer defeats and depart Iraq in shame, Satanic currents and plots should arise and work to split up the ranks of the Mujahideen, rending the fabric of the Resistance and dissipating its strength.

The Islamic Army said that since its foundation it had followed a clear path based on the following 17 guideposts [our summary]:

Serious constructive work on the basis of the Qur’an, Sunnah, and program of the early Muslims [Salaf] who combined authenticity with innovation in all fields.

Drawing on all available forces to repel the enemies: the Americans and those with them and the pro-Iranian Shi‘i sectarians with any legitimate means that serves the interests of the battle.

Going all out to unite the ranks of the supporters of Truth and bind up old wounds so as to serve our goals here and in the hereafter.

Taking care of priorities and focusing on the goal without falling into differences over opinions.

Realism combined with aspirations leading to successive improvements. “Each stage has its own appropriate methods for achieving what needs to be achieved so as to move on to the next stage. These are features of our upright religion. But there are some who cite texts from the Qur’an in an attempt to use them as a program for the jihad without bearing in mind this characteristic and without grasping the nature of the stages that this program passes through and the relationship of the various texts to the specific stages.”

Taking justice and moderation as the basis for words and deeds, neither pushing things to excess nor slighting them.

Combining religious propaganda [da‘wah] with jihad and not allowing either one to detract from the other.

Coming together on the basis of the program and Islamic legality [ash-Shar‘], not around individual persons and names.

Referring to scholars, experts, technicians known for honesty and uprightness in all specializations.

Using reasoning [ijtihad] in dealing with the situation and what is appropriate.

Drawing benefit from the stories of the early Muslims [Salaf] paying attention to how they dealt with conditions in their times. “As Ibn al-Qayyim said in I‘lam al-Muwaqqi‘in: ‘Legal rulings [fatwa] change with the changing times, places, customs, and conditions, and all of that is part of God’s religion.’”

“Distancing ourselves from hastily pronouncing someone an infidel without proof or evidence. For even if an action is infidelity [kufr] that does not mean that everyone who comes out with an infidel action is himself an infidel; not unless all the conditions for that are true and all those things that would make it inapplicable are absent. We do not say someone is an infidel on the basis of consequences or implications of his statements. In addition, not every infidel is supposed to be killed, and in addition some people who are not infidels might have to be killed, in accordance with what Islamic legal proofs say and as is laid out in the books of the religious authorities. We do not call for the death of anyone who faces Makkah when he prays unless this is a proven necessity in his case as irrefutably indicated by Islamic legal proof.”

We draw benefits from the experiences of groups that have come before us, learning from what was positive in their experience and avoiding the negative and perfecting our practice by making use of their strong points.

We believe in sound morals, in particular in truthfulness, faithfulness, and avoiding immoral behaviors, the ugliest of which are lying and treachery.

We are insistent upon keeping our intentions pure, for this is the most important aspect of actions, “the spirit, commander, and driver of activity which becomes correct when the intention is correct, and corrupt when the intention is corrupt. The Islamic Army stated that anyone whose jihad is aimed at achieving some earthly reward is not real mujahid [holy warrior]. They quoted Ibn Taymiyah as saying, “whoever fights [in a battle] for money is not a mujahid on God’s path.

Humility before God, the Almighty.

Preserving Islamic brotherhood and its rights, avoiding insulting or slighting language about any other Resistance group, whether large or small, unless it be by way of advice along the lines of the Qur’an and practice of the prophet Muhammad. The Islamic Army said that mistakes occur on the field of battle and these should be dealt with by means of advice and guidance not defamation and insult. “Mistakes are a natural occurrence,” the Islamic Army statement said, “and correcting them is easy so long as they don’t pile up and become exorbitant and so long as they are not connected with something essentially related to Islamic legality such as the sanctity of the blood, money, and honor of the Muslims.

The Islamic Army’s statement indicated that al-Qa‘idah’s actions had reached a point, however, where “many people have been holding it against the Mujahideen in general and the Islamic Army in particular for remaining silent over the violations of Islamic law by some brothers in the al-Qa‘idah organization.”

The statement noted that they had been involved in fighting the enemies of God − the Americans and pro-Iranian Shi‘i sectarians − had been trying to preserve Islamic unity with all the Mujahideen, did not want the enemy to exploit differences in their ranks, and wanted to give the transgressors a chance to change their behavior. For those reasons they had kept silence for some time.

But this approach was not effective, the Islamic Army said, adding that things have reached the point that for al-Qa‘idah the most important thing is to attack the Islamic Army in various ways.

The statement said that al-Qa‘idah:

Insults the Islamic Army and makes false accusations against it, saying it is related to the Baath Party, which it is not.

Makes bogus charges against the leaders of the Islamic Army.

Threatens to kill members of the Islamic Army if they do not pledge allegiance to al-Qa‘idah or its other name [“the Islamic State of Iraq”].

Al-Qa‘idah has actually killed a number of Mujahideen brothers, 30 of them so far, and also attacked other Resistance groups, clashing with the Brigades of the 1920 Revolution − battles with which break out from time to time until now in Abu Ghurayb. Most recently al-Qa‘idah killed one of its field commanders, Brother Harith Zahir ad-Darri, the statement said. Al-Qa‘idah has also killed members of the Army of the Mujahideen Resistance organization and members of the Ansar as-Sunnah Resistance group. Al-Qa‘idah has also threatened the Islamic Front (JAMI‘).

All those Resistance groups have borne the heavy burdens of these clashes quietly in order to preserve the jihadi Resistance effort, the Islamic Army indicated, trying not to be distracted from that course and goal.

But this reticence and patience has only served to encourage al-Qa‘idah even more along this path and they have taken to killing easy targets among the Muslim population who do not go along with them, such as Imams of mosques, muezzins, and other unarmed people, including members of the Association of Muslim Scholars of Iraq. “The Sunni population has thus become a ‘legitimate target’ for them, in particular the wealthy ones, who are told that either they must pay what al-Qa‘idah wants or they will be killed, and they strive to kill anyone who criticizes them or differs with them and exposes their errors, regarding this as a simple matter.”

The Islamic Army statement said that for al-Qa‘idah, attacks on people’s houses and taking their money have become acceptable. Accusing people of being infidels and apostates is common practice. Public condemnations by them are now common as can be readily seen in the sermons of Brother Abu Hamzah and Brother Abu ‘Umar, who throw accusations around in violation of the Qur’an and prophet’s practice.

Abu ‘Umar of al-Qa‘idah has gone beyond making baseless accusations against the Islamic Army, the statement said. He has also made pronouncements that violate the practice of all the early Muslims and the views of the religious scholars. He says that the Islamic lands are infidel lands [diyar kufr]. He has said that fighting the armies of the Arab governments is more necessary than fighting the Crusader occupiers. He has said that jihad is a personal and absolute individual obligation and became so when al-Andalus fell in 1492. He has ruled that the groups of People of the Scripture [Ahl al-Kitab] who live in Iraq [i.e., religious minorities] are enemies who may be fought and killed freely. The Islamic Army noted that no Islamic religious scholars hold such positions. Abu ‘Umar has also listed his ban on satellite TV and the imposition of the face veil for women among his 19 fundamental principles, even though women who are so covered are subjected to particular abuse and frequently are arrested and imprisoned by Shi‘i sectarian militiamen and puppet army troops at the many checkpoints all over the country.

In conclusion, the Islamic Army called on the Muslim world’s scholars to fulfill their obligation to preserve the blood of the Muslims in Iraq and uphold the jihad and not keep silent about such transgressions. It called on al-Qa‘idah and on Usamah bin Ladin in the first place to recognize their responsibility for what is being done by al-Qa‘idah in Iraq. It called on the members of al-Qa‘idah in Iraq to examine themselves and repent of their misdeeds. Finally it also called on all the Resistance organizations to join in offering advice to their brothers in al-Qa‘idah in Iraq, as this is a duty in order to rectify the situation in the jihad in the country.

Mortar shells target Sunni mosque just after Friday prayers in continuing effort to drive Sunnis out of Baghdad district.

In a dispatch posted at 6:57pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that the Sunni Abu Bakr as-Siddiq Mosque in Baghdad’s al-‘Amil neighborhood came under an mortar barrage just after weekly congregational prayers early Friday afternoon.

AMSI reported that six mortar shells landed in the area around the mosque as worshippers were coming out of the building. Numerous people were wounded in the attack, which was not the first such assault on the Sunni place of worship.

The Abu Bakr as-Siddiq Mosque has come under frequent assault by Shi‘i sectarian militias that have succeeded in destroying all the other Sunni mosques in al-‘Amil. The Shi‘i sectarian militias, in cooperation with the US-imposed Shi‘i sectarian puppet regime, have been working to bring about the expulsion of Sunnis from numerous mixed districts of Baghdad in accordance with long-cherished US and Zionist plans to partition Iraq on ethnic and sectarian lines.

The idea of “the dissolution of Iraq into a Shi‘ite state, a Sunni state and the separation of the Kurdish part” was voiced by veteran Zionist military correspondent Ze’ev Schiff in Ha'aretz on 2 June 1982 and was a part of the divide-and-rule strategy laid out by Zionist writer Oded Yinon in his “Strategy for Israel in the 1980s,” published in Kivunim (Directions), A Journal for Judaism and Zionism, published by the World Zionist Organization in occupied Jerusalem in February 1982. (It was translated by the late anti-Zionist writer and activist Israel Shahak and is widely available.)

The idea of splitting the Shi‘ah in Iraq from the rest of the country was a cornerstone of the neo-Conservative strategy laid out in “A Clean Break” a paper drawn up by American Zionist government officials Richard Perle, Douglas Feith, David Wurmser, and Paul Wolfowitz in 1996 for the then Zionist Prime Minister Benjamin Netanyahu. Then in 2000 the neo-Conservative Project for a New American Century wrote Rebuilding America’s Defenses on the basis of the “Clean Break.”

The American version of the strategy for a partition of Iraq appeared in the article “The Three-State Solution” published in The New York Times on 25 November 2003 by Leslie Gelb (President Emeritus of the US Council on Foreign Relations). The same idea was reiterated, this time with “bi-partisan support” in the article by Gelb and US Democratic Senator Joseph Biden in “Unity through Autonomy in Iraq,” in The New York Times on 1 May 2006.

Then on 8 October 2006 the London Sunday Times reported that the partition of Iraq along religious and ethnic lines was one of the suggestions that the Baker-Hamilton commission was advancing.

Eleven bodies of murder victims found in Baghdad Friday.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that puppet police patrols found the bodies of 11 unknown murder victims in various parts of Baghdad.

AMSI reported that most of the bodies exhibited obvious signs of torture and had been shot to death. Torture is a trade mark of Shi‘i sectarian militias and the US-backed puppet security services, many of whose officers are concurrently members of Shi‘i sectarian militias.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that Resistance fighters attacked a puppet army checkpoint in the ash-Shu‘lah district of northwest Baghdad

AMSI reported that three puppet troops were wounded in the attack.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported a puppet police source as saying that an unknown mortar shell landed in an-Nusur Square in western Baghdad, wounding four people.

AMSI reported the source as saying that on more civilian was wounded when another mortar shell landed in the ash-Shurtah al-Khamisah district of southwest Baghdad.

US troops kill Iraqi civilian in Baghdad Friday afternoon.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that US troops opened fire on an Iraqi civilian in the northern Baghdad district of al-A‘zamiyah Friday afternoon.

A puppet police source said that the man was killed on the spot.

Shooting reported.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that unknown armed men shot and killed Muhannad ‘Isam Ibrahim, the Doyen of Engineers in the municipality of ar-Rashid.

AMSI reported a puppet police source as saying that the shooting occurred near Ibrahim’s home in the southwestern Baghdad district of as-Sayyidiyah.

Civilian wounded in mysterious mortar attack.

In a dispatch posted at 11:06pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that mortar shell of unknown origins landed in the al-Mahmudiyah area, 25km south of Baghdad on Friday.

AMSI reported a puppet police source as saying that one civilian was wounded in the mysterious attack.

Ad-Diwaniyah.

Resistance bomb blasts US Humvee in ad-Diwaniyah, midday Friday.

In a dispatch posted at 5pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that an Iraqi Resistance bomb exploded by a patrol of US troops in ad-Diwaniyah, 120km southeast of Baghdad, at midday Friday.

AMSI reported eyewitnesses as saying that a bomb that had been planted near the fuel station in the an-Nahdah neighborhood went off by a passing American patrol, setting a Humvee ablaze. The Americans responded to the explosion by shooting off their guns indiscriminately all around the area.

The witnesses said that the Humvee was completely burned and a US helicopter was called in to ferry the dead and wounded troops away from the scene. Local ambulances drove injured civilians to hospitals for treatment.

Meanwhile, Dr. Hamid ash-Shuwayli, the General Director of the Health Department in ad-Diwaniyah, reported that 19 civilians were sounded in various clashes that took place in the city on Friday.

Hospital sources confirmed that 19 people were admitted for injuries received as clashes took place in the city between 7am, when the Americans imposed their “Security Plan,” and 12:30pm. Among the wounded civilians were people struck by random American gunfire.

US locks down city of ad-Diwaniyah for mass raids and searches Friday.

In a dispatch posted at 4:48pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that swarms of US helicopters and warplanes crisscrossed the skies over the city of ad-Diwaniyah, 120km southeast of Baghdad beginning at dawn Friday morning.

AMSI reported eyewitnesses as saying that the helicopter gun ships flew at very low altitude over people’s houses, spreading fear and panic among many local residents. US and forces of the 8th puppet army division declared that they were launching what they called what they called “Black Eagle,” imposing the American “New Security Plan” in the city

The normally busy Friday commercial and street activity was completely paralyzed in ad-Diwaniyah on Friday as US and puppet Iraqi troops raided numerous districts in the city as residents were forced to remain indoors, since a curfew had been imposed on the whole city starting at 7am local time as the raids and searches were getting underway.

A puppet police source said that the curfew would remain in force until 5pm local time Friday afternoon, but that motor traffic would still be banned for the next three days, though residents would be allowed to go out of their houses and walk the streets.

The source said that all the city’s entrances and exits were blocked and drivers coming to ad-Diwaniyah from elsewhere were stopped or turned away.

US admits soldier killed Thursday in at-Ta’mim Province.

In a dispatch posted at 11:23pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that the US military admitted that one of its soldiers had been killed and another one injured in the northern province of at-Ta’mim, the capital of which is Kirkuk.

AMSI reported the American communique´ as saying that the soldier was shot to death on Thursday, 5 April. The wounded soldier was taken to a field hospital for treatment.

Car bomb targets Peshmergah headquarters in al-Mawsil.

In a dispatch posted at 11:33pm Baghdad time Friday night, the Association of Muslim Scholars of Iraq (AMSI) reported that an Iraqi Resistance car bomb exploded near an abandoned building that was being used as a headquarters for the pro-American Kurdish separatist Peshmergah militia in the northern city of al-Mawsil.

AMSI reported that four people were wounded in the explosion, one of them a Peshmergah gunmen. All arrived Friday afternoon at a local hospital for treatment. Most of the injuries were from flying glass in neighboring buildings a medical source in as-Salam Hospital reported.

Tribal shaykh gunned down in drive-by shooting in al-Mawsil Friday afternoon.

In a dispatch posted at 6:47pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that a tribal shaykh was gunned down by unknown assailants in a drive-by attack in the northern city of al-Mawsil early Friday afternoon.

AMSI reported that armed men in a car with an unknown license plate opened fire on Shaykh Ghazi al-Hanash at-Ta’i, shaykh of the Tayy tribe in al-Mawsil as he was coming out of the ‘Abd ar-Razzaq Mosque in the al-Wahdah neighborhood on the left (northeast) bank of the Tigris River in the city.

Shaykh at-Ta’i had just attended Friday congregational prayer services in the mosque when he was shot and killed. A spokesman for the puppet police of Ninwa Province said that an ambulance transported the body of the shaykh to the Forensic Medicine morgue.

Third attack in two days targets Qur’an School in al-Mawsil Thursday night.

In a dispatch posted at 4:40pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that an armed group attacked the Association for Memorization of the Noble Qur’an in the an-Nur neighborhood on the left (northeast) bank of the Tigris River in al-Mawsil on Thursday night.

AMSI reported Sa‘d ‘Ali, a member of the Association’s administrative board as saying that the attack, in which the gunmen used light and medium weapons, was the third assault on the school in two days. There were no losses in the attack.

US announces its forces arrested 179 people in two days of raids in Ninwa Province.

In a dispatch posted at 4:40pm Baghdad time Friday afternoon, the Association of Muslim Scholars of Iraq (AMSI) reported that US forces, accompanied by their puppet army allies carried out raids throughout Ninwa Province over the last two days.

AMSI reported a statement issued by the American forces as saying that they had arrested 179 people during the operations. The US communique´ added that American forces had also killed eight “terrorists” − an American term for Resistance fighters − in the course of the raids. Arms, ammunition, rockets, and bomb-making materials were also confiscated, the US statement claimed.

The US announcement added that the puppet police also seized large quantities of fuel that was being sold on the black market.
