Iraq 'discovers' documents relating to weapons disposals

In a sign that Baghdad is attempting to meet its obligations under United Nations Resolution 1441, Iraqi officials have told weapons inspectors they have discovered a number of documents relating to the disposal of weapons of mass destruction in 1991.


Hans Blix, chief UN weapons inspector, said on Tuesday the disclosures, which came in a series of six letters sent to Unmovic in the past three days, were "positive" but needed to be explored further.

The documents aim to provide an answer to the question of what happened to some of the banned weapons that remain unaccounted for.

Iraq also disclosed the discovery of a bomb containing liquid in an area where Baghdad was known to have disposed of biological weapons in the past, Mr Blix said.

Baghdad claims to have unilaterally destroyed the weapons, but has so far failed to provide evidence that this is the case.

Mr Blix has set another key test for Saddam Hussein, the Iraqi leader, ordering him to begin destroying dozens of Al-Samoud 2 missiles by Saturday because their range exceeds a 150 km limit set by the UN after the 1991 Gulf War.

He said he had not received any answer from the Iraqi government, which had asked for more technical talks.

Tony Blair, UK prime minister, on Tuesday said the Iraqi leader had one "final chance" to disarm peacefully in compliance with United Nations resolutions.

The UK would not seek an immediate Security Council vote on a draft of a new UN resolution, in order to give Saddam Hussein, the Iraqi leader, a last opportunity to comply, he told the House of Commons.

But he dismissed a Franco-German proposal to give Baghdad more time to comply, saying it was "absurd" to think UN inspectors could find lethal weapons without Baghdad's full co-operation.

"The idea that inspectors could conceivably sniff out the weapons and documentation relating to them without the help of Iraqi authorities is absurd," he told parliament.

The countdown to a UN decision on whether to back war against Iraq began on Monday when the US, UK and Spain put forward a new resolution challenging the Security Council to take action.

The resolution, in effect calling for military action to punish Iraq's failure to give up its weapons of mass destruction, was quickly countered by an alternative plan from France, Russia and Germany that would give Baghdad more time to comply.

Over the next two weeks the two sides will engage in a diplomatic struggle that will determine the scale of international backing for an assault on Iraq which the US is expected to be preparing for mid- to late-March.

Meanwhile, there were signs that Washington's protracted negotiations with Turkey over a request to open the country's bases to US troops for any war against Iraq were finally bearing fruit.

Turkish officials said although outstanding issues remained in its negotiations with the United States, a vote in parliament was expected on Thursday.

Turkey's demands have focused on a multi-billion dollar aid package and the role the Turkish army could play in the semi-autonomous Kurdish enclave in northern Iraq.

Ankara has strung out negotiations after previously trying all diplomatic means to persuade Mr Hussein to comply with United Nations disarmament resolutions.
