TOKYO―If investors like volatility, they should be rooting for a victory by Ichiro Ozawa in the race to be Japan's prime minister.

In one of the more unusual races to select who will lead the nation, Mr. Ozawa, dubbed the "dark prince" of Japanese politics, is challenging Prime Minister Naoto Kan for the leadership of the ruling Democratic Party and therefore the keys to the prime minister's office.

"The selection of Ozawa will create a highly volatile market," said Norihiro Fujito, senior investment strategist at Mitsubishi UFJ Morgan Stanley Securities. "I think the markets will welcome Ozawa. There is a complete divergence between the broader public support and support within stock investors."

Mr. Kan is much more popular with the public, with a 67% support rate vs. 23% for Mr. Ozawa, according to a Saturday poll by Japan's Kyodo News, Mr. Fujito said.

The winner, however, won't be selected by the populace, but instead through a weighted voting system within the ruling party that gives the most clout to the party's members of Parliament, with smaller roles for municipal officials and the party faithful. With this mixture, the two candidates are seen as roughly even in support.

The current state of Japan's economy and its government finances have been center stage through the campaign. Mr. Ozawa hasn't been shy about suggesting bold and costly initiatives. By contrast, Mr. Kan is offering a more measured approach.

Among Mr. Ozawa's plans are two trillion yen ($23.75 billion) in stimulus spending, flotation of zero-rate bonds and a clear willingness to intervene in the foreign-exchange market to push down the yen.

Mr. Kan, keeping a watchful eye on the world's largest mountain of government debt from decades of deficit spending, is offering a smaller spending program and has so far declined to wade into the foreign-exchange market.

For policy makers and corporate Japan, the most urgent topic is the high value of the yen. Despite an economy growing at a modest 1.5% annual rate and poor prospects for the long term, the yen has become the currency of choice amid a poor international field.

Both Messrs. Kan and Ozawa have talked about "being ready" to launch an intervention program. "I will decisively take all possible measures including market intervention to protect Japan's economy," Mr. Ozawa said in his policy platform document.

Such statements have failed to impress the markets, however, with the yen now around 84 yen to the dollar, near a 15-year high of 83.34 yen hit last week.

"Japanese currency policy won't change even if a new Ozawa administration takes over, as he will face the same difficulties regarding intervention that Kan has," said Osamu Takashima, chief foreign-exchange strategist at Citibank Japan.

While some traders are pushing for intervention―and an end to the so-far empty threats―analysts point to a long list of potential problems. Chief among them is that without international support, they probably won't work, and Washington has shown little interest at a time when the U.S. is itself trying to boost exports. In addition, Japan is a signatory to a statement by the Group of 20 industrialized and developing nations that governments shouldn't intervene just to push down a strong currency in a bid to make exports more competitive.

For the Japanese government-bond market, there is a near unanimous view that a victory by a freer-spending Mr. Ozawa would mean more bond issuance and therefore higher yields. Bond yields have already risen sharply since Mr. Ozawa said he was contesting the race. As of Friday's close, the 20-year bond was yielding 1.92%, up sharply from 1.53% on Aug. 26, when Mr. Ozawa said he might challenge Mr. Kan.

The 10-year bond yielded 1.155% Friday, up 0.035 percentage point. RuiXue Xu, debt markets strategist at Royal Bank of Scotland, predicted the benchmark yield could climb to 1.200% this week, should Mr. Ozawa win Tuesday's vote.

"The yield curve will likely be under steepening pressure if Ozawa wins," said Makoto Yamashita, a Japanese government bond strategist at Deutsche Securities. He predicted that this would push the yield on the 20-year bond to about 2.1%.

The hard-hit stock market, which has seen a 19% fall from its highs for the year reached in early April, would also likely benefit from an Ozawa victory, especially if this helps to bring down the yen, which cuts into returns for major exporters.

"The main issue is who can avert the stronger yen trend and the market impression on this is tipped towards Ozawa," said Tetsuo Inoue, chief strategist at Panache Asset Management. "If Kan wins, nothing will change for stocks, bonds or currency markets."

Analysts also predict that the Tuesday vote will far from end the matter. A Prime Minister Ozawa who enjoys a less than 20% approval rating from the voters will face loud calls for an early election. For Mr. Kan, meanwhile, the infighting will have inevitably weakened his standing and make it difficult to get his economic program through Parliament. The party could also split apart due to the rift, a not uncommon phenomenon in Japanese politics.

Investors and the public also share at least one opinion over the whole saga. "We just want this election to end. The strong yen will not be resolved while market players see an absence of government policy," said Toshikazu Horiuchi, equity strategist at Cosmo Securities. "At least this bizarre situation of having no leader will be resolved. Hopefully, that will be a positive for the markets."

 そして、小沢氏は、同じ党出身の日本のリーダーを退陣させるため、対決の場である14日の代表選に向かって走り出した。勝者が手にする賞品は、彼が常に逃がしてきたもの、「首相の座」だ。

 また小沢氏は、日本の外交を刷新するとして、より「対等な」日米関係と、沖縄の米海兵隊基地協定を見直す可能性を約束、米政府の神経を逆なでしている。

 小沢氏が代表選で敗北する可能性もある。しかし、彼が強力な党内2位の座にあることを示すことは、小沢氏に新たな影響力のある役割をもたらすかもしれない。そうならなければ、支持者と共に離党して、政治状勢を変えることにつながる可能性もある。

 議員生活41年の小沢氏は、日本の政界にあって第一級の戦略家だ。この20年の混迷の中で、政治システム構築に貢献してきた主役だ。彼の力の源泉は、その並外れた資金集め能力だ。小沢氏のことを良く言わない人でさえ、弱腰で優柔不断な最近の首相とは対照的な資質であるリーダーシップを彼が発揮するだろう、と言う。

接戦の代表選

 代表選の投票に関する調査は、接戦を示している。菅首相が若干リードしているものの、態度未定者が多く、小沢氏が勢いを盛り返している模様だ。仏頂面で強面の小沢氏は、そのイメージを和らげ、「国民の味方」であるとの演出が功を奏している。

 小沢氏は、インターネットの動画サイト「ニコニコ生放送」のトーク番組に緊急出演した。小沢氏は、黒っぽいスーツ姿で背筋を伸ばして座り、若手の学者やジャーナリストと談笑した。話題は、雇用政策から彼が今読んでいる本など、多岐にわたった。

 人々と直接話すことができて、インターネットは素晴らしい、と小沢氏は同サイトでインターネットを称賛。新聞やテレビは、10行話したうちの幾つかの単語を拾い、都合の良いストーリーを作り上げる、と批判した。

 代表選の有権者は、党員・サポーター、地方議員を含む約34万人。しかし、全体の1%にすぎない民主党国会議員412人に、多くの議決権を与える複雑なしくみだ。

 民主党の国会議員、彼らこそが小沢氏の基盤だ。多くの議員の当選は小沢氏の支援によるところが大きい。

小沢流新人教育

 小沢氏の新人議員に対する教育は、ハードで厳しい。脳外科医から国会議員に転じた石森久嗣(いしもりひさつぐ)氏は、握手した人の数、張り出したポスター、配ったチラシの枚数について毎月、手書きの報告書を作成するよう小沢氏に指導された、と語る。

 元市議会議員で2児の母である岡本英子(おかもとえいこ)氏は、昨年の衆議院選に立候補した。その際、小沢氏は、彼女の事務所に側近を常駐させ、詳細なアドバイスを与えた。この側近は彼女に、地域のすべてのゴミ収集所で、1分間の演説を行うよう言った。通常、政治家は駅の街頭演説で見かけるが、素通りする人は多い。しかし、政治家が近所に現れたら、びっくりして注意を払う。

 岡本氏は無事に議席を獲得し、今は小沢氏の代表選の応援に力を入れている。他の国会議員の訪問や電話、手紙で攻勢をかけている。小沢先生がいなければ、今の自分はいない、と岡本氏は言う。

 150名近くの民主党新人議員の誕生を受け、小沢氏は昨年、毎朝セミナーを開き、講師を招くなどして政治教育を行った。昨年12月には、国会議員と党支持者、総勢600名を率いて北京を訪れ、中国の胡錦濤国家主席の歓待を受けた。

自民党の権力者、離党、長い野党時代

 小沢氏は、長期政権が続いた自民党で育ち、年配の政治家の中で秘蔵っ子として扱われた。1980年代終わりから90年代初め、彼は「権力者」の地位を確立、まもなく多くの首相よりも強い影響力を持つとみられるようになった。彼自身が首相になるのも時間の問題とされていた。

 しかし、1993年、小沢氏は、新たな日本の政策目標として、競争的な民主主義、すなわち民意により政権交代がなされる「政治改革」を掲げた。彼と支持者グループは自民党を離党して新党を作ったが、すぐに他の勢力と連携し、非自民党政権を成立させることに成功した。彼は、競争的な民主主義を実現するため、抜本的な選挙改革法案の成立にこぎつけた。

 しかしながら、連立政権は1年足らずで崩壊、再び自民党が政権を握った。それ以降、小沢氏は、政権奪取を胸に秘め15年間を野党で過ごした。

 そして昨年8月末の衆議院選挙で、民主党は圧勝した。非自民党政権が衆議院の過半数を占めるのは55年ぶりのことだった。

 2009年の勝利は小沢氏のお膳立てによるものだったが、彼は首相になることはできなかった。政治資金問題絡みで3人の秘書が逮捕されたため、党の代表に就くには彼はクリーンさに欠けていた。民主政権が発足して数カ月、彼は自民党時代と同じ役割を演じるようにみえた。首相――当時は鳩山首相――を操るフィクサーとして。

 鳩山首相の辞任後、菅直人氏が首相に就任したものの、反小沢グループ中心の組閣となった。小沢氏の政治生命はこれで終わりかと思われたが、彼は先月末、2年に一度9月半ばに行われる代表選への出馬を表明、菅首相と対決する姿勢を示した。

 同じ党出身の首相を退陣に追い込む小沢氏の試みは、批判的に報じられている。新聞の世論調査では、一般市民の70〜80%が菅氏の方が望ましいとの見方を示している。

 横粂勝仁(よこくめかつひと)衆議院議員によると、彼の選挙区では、有権者の5人中4人が小沢氏よりも菅氏が望ましいと考えている。横粂氏は毎日、路上で市民に呼び止められ、小沢氏を支持した場合、横粂氏支持を取り消すと言われるという。

 しかし、横粂氏は、小沢氏の決断力を尊敬している。菅首相のクリーンでオープンなスタイルは素晴らしいが、小沢氏の政治力と実行力も捨て難い、と話し、小沢氏を支持するかもしれないという。

 専門家によると、小沢氏が勝つ方が、菅氏が勝つよりも、党分裂の可能性は低い。小沢氏を支持する国会議員は若い世代が多く、組閣のためには菅氏に近い先輩格の議員を選ぶ必要があるからだ。

 一方、小沢氏の勝利は野党の攻撃を引き起こすかもしれない。野党の批判が強まり、問責決議という事態になれば、参議院で過半数に満たない民主党は問責決議案を否決できない。もしそうなれば、衆議院解散と新たな選挙の可能性もある。

宇都宮で演説会

 9月7日、小沢氏は宇都宮市内で演説会を行った。うだる暑さの中、約千人もの党員やサポーターなど――大半が高齢夫婦、中年男性――が、普段は結婚式場として使われている宴会用ホールに集まった。

 田中真紀子・衆院議員が応援演説を行った時、会場は沸いた。田中氏は、短命に終わった最近の首相らを「よくしゃべる」が弱い、と批判。もうすぐ真の首相に会える、と小沢氏を持ち上げた。

 小沢氏は、この日の演説で、代表選で繰り返して使っているポピュリスト的なメッセージを送った。貧富、都市と地方、といった格差が問題であり、この格差是正を目指すとし、(目標を達成するために)「政治生命のすべて、命をかけて戦う」とこぶしを握りながら訴えた。

 支持者のひとり、山梨アイ子さん(72歳)は、演壇のそばに場所を確保するため、早い時間に到着した。彼女は、小沢氏の似顔絵で飾られたお手製のうちわを持参。小沢氏が会場を去ろうとした時、山梨さんは彼に駆け寄り、彼女と息子の投票用紙――小沢氏の名前が記入されていた――を見せ、握手を交わすことができた。

 演説会の後、山梨さんは興奮しながら、「小沢さんしかいない。言うことが決してぶれない」と言った。

WSJ日本版は別物であり、完全翻訳もあるが、一部翻訳した焼きなまし記事、それと全く独自記事の混在で構成されている。WSJの権威を利用した洗脳、誘導記事があるので読者の高い見識が要る。
今回の記事、オリジナルWSJでは為替や株式市場が小沢に期待、管では何も変わらないとの論調。日本版は政局記事となっており他のマスコミと同列のネガティブキャンペーンといえる。
