ウルグアイは南アメリカ東中部の大西洋岸の小国（人口約３５０万）で、１８２８年にブラジルから独立、公用語はスペイン語です。現職大統領ホセ・ムヒカ（１９３５年５月２０日生れ）はカストロのキューバ革命に刺激されて反軍事政権のゲリラ武力抗争に身を投じて合計６つもの銃創を身に印して、１９７０年から１９８５年まで投獄され、その１６年間の１５年は独房で苛酷な取り扱いを受けました。そのことはインタビューでも語っています。アルジャジーラのインタビューの見出しは“私は必要以上の給料を得ている。(I earn more than I need.) ”となっていますが、大統領としての月給は一万二千ドル（US）で、その９０％を福祉事業などに献金しているそうです。奥さん（上院議員）の農場の一隅の慎ましい家屋に三本足の愛犬と一緒に住んでいて、その様子もインタビューの動画に出てきます。別の英国のBBCの記事（表題は「世界で最も貧乏な大統領」）にはウルグアイの豪勢な大統領官邸の写真が出ていますが、彼は官邸入りをしませんでした。私が九州大学教養部に勤務していた頃に敬愛していた奥田八二氏を思い出します。奥田氏は教職から福岡県県知事になりましたが、県庁のすぐそばにあった立派な知事公舎には入らず、教養部に近い小さな自宅に住み続けました。

さてアルジャジーラのインタビュー番組で、大統領ホセ・ムヒカのインタビューをしているのはLucia Newman という当年６１歳の知名の女性ジャーナリストです（以下ではLNさんと略記）。１ダースほどの話題が含まれていますので、順に要約します。動画では、まず、LNさんによる「世界で最も貧乏な大統領」ホセ・ムヒカの紹介から始まります。彼はウルグアイを世界で初めて麻薬マリファナを合法化した国にして世界を驚かしましたが、最近の国連総会での彼の講演も結構刺激的でした。マリファナのことは会話の中で出てきます。国連での発言については、後ほど触れます。LNさんは、大統領の身辺にいるのは三本足の愛犬マヌエラだけで、執事もボディガードもいないと報じます。
「なぜ貧乏生活をしているのか」という質問に対して、彼は「貧乏なんかしていない」と答えます。
LNさんは英語を使って質問していますが、大統領はスペイン語で答え、画面に英語の字幕が出ています。それを以下に書き写し、時々訳をつけることにします。飛ばしてしまった発言もあります。
＜貧乏じゃない。質素なだけだ。＞
No. Poor are the ones who describe me so. My definition of poor are those who need too much. （いや違う。私を貧乏だと言う人たちこそ貧しいのだ。貧乏人というものの私の定義は、必要とする物が多すぎる人たちということだ。）Because those who need too much are never satisfied. I am frugal not poor. （私は質素に暮らしているが貧乏ではない。）Frugal, with a light suitcase. I live with little, just what’s necessary. Living frugally is a philosophy of life but I ma not poor.
Why? So I can have more free time. To do what? what I like.
Freedom is having time to live.
I have a way of life that I don’t change just because I am a President.
I earn more than I need even if it’s not enough for others.
I contribute to my political group and to projects like a housing project for unmarried mothers.（私は私の属する政治グループや独身の母親たちのための住宅事業といったプロジェクトなどに寄付をする。）
For me it is no sacrifice, it’s a duty.（私にとってそれは犠牲ではない、義務なのだ。）

＜マリファナの合法化＞
It’s an experiment in combatting drug trafficking.（それは麻薬売買との戦いの一つの実験だ。） All the police measures that we’ve undertaken in the last 100 years against drug trafficking have multiplied crime. Drugs have spread and violence has overrun society.（麻薬は広がってしまい、暴力が社会を蹂躙してしまった。）
We want to try to take a clandestine business and bring it out into the open.
But it’s not about letting everyone consume and buy what they want, no.
It’s about regulating. We’ll offer a personal dose in pharmacies where medicine is sold.
A monthly amount to those who register.（薬を売っている薬局で人それぞれの分量を提供している。登録した人たちに一月分。）
If a person wants more we’ll know that he or she needs treatment. （もしある個人がそれ以上に欲しがれば、その人は治療が必要だということになる。）And we’ll treat it as a health problem.（我々はそれを健康問題として処置するということだ。）But first we have to identify and take the person out of that clandestine world.
LN：「しかし、人々がもっと強い麻薬、例えばコカインを取るのをどうやって止めるのですか？」
Most of the consumption here is marijuana. We’re trying to tackle in our society is the starting point for drug use. It doesn’t solve the cocain problem or other drugs. We are just dealing with marijuana. The rest we’ll have to continue attacking. But we have to be an experiment. We have to use other means because for now what the world offers is no solution.
LNさんが「マリファナの合法化に米国や国連は反対の圧力をかけて来ませんか」
と聞くと大統領は「それはない」と答えます。
Because worse than drugs is drug trafficking. Much worse. Drugs are a disease and I don’t think that there are good drugs or that marijuana is good.（麻薬は病気だ。私は、良い麻薬があるとか、マリファナは良いとか考えていない。） Nor cigarettes. No addiction is good. I include alcohol.（タバコもいけない。中毒でいいものなどない。私は酒も含める。）The only good addiction is love. Forget everything else.（唯一良い中毒は愛だ。ほかのことは忘れてしまいなさい。）
話題はムヒカ氏の過激な過去に移ります。自らを平和主義者と名乗る若いマルクス主義闘士はなかなかイカす風貌です。体に６発も銃弾を受け、苛酷な独房生活は彼の精神を狂乱の瀬戸際にまで追い込みました。
＜過去の反軍事政権武力闘争＞
I lived many years in solitude and I had to find refuge within myself to resist.（私は独房で長年過ごしたから、耐え抜くために私自身の内部に隠れ場所を見つけなければならなかった。）Man is a strong animal when he has conviction. Maybe I am a bit primitive.（信念があれば人間は強い動物だ。多分私は少々原始的だ。）
Maybe I have a primitive strength, a product of my ancestors, of my peasant childhood.（多分私には原始的な強さがある、私の祖先たちが生んだ、水呑み百姓の子としての過去が生んだ強さだ。）
The fact is that I had to invent things in my mind to stay sane. They even wanted to give me psychiatric treatment because I had hallucinations. But when I saw the doctor they sent to treat me, I thought, “Now I’ll really go mad!” She gave me lots of pills and I would throw them away.
But I did manage to get them to allow me to read. For seven years I wasn’t allowed to read. So they finally gave me books on physics and chemistry and I started to rule my mind again. （だが、何とか彼らが私に読書を許すようにさせた。７年の間、私は読書を許されなかったのだ。彼らはとうとう物理学や化学の本を私に与え、それで私は心のコントロールを取り戻し始めたのだった。）

＜コロンビア政府と反政府ゲリラ勢力との和平仲介＞
LNさんが「あなた自身が左翼ゲリラの一員だったのに、コロンビアで５０年続いて来た抗争の和平仲介を買って出たのは何故か」と問うと、ムヒカ氏はコロンビアの人たちの苦しみを思っての事だと答えます。
Colombia has one of the strongest armies in Latin America with notorious military support from the U.S. which is interference in the region.（コロンビアはその地域に干渉している米国の悪名高い軍事支援を受けてラテン・アメリカで最強の軍隊の一つを持っている。）
From afar, it seems like a war without a solution and like a long sacrifice for the entire country.（遠くから見ていると、それは解決策のない戦争で国全体が長い間犠牲になっているように見える。）
So when a President appears who tries to open a path to peace I think that deserves support. Because there is a lot of pain and if they try to settle scores the war will never end.（だから平和への道を開こうと試みる大統領が出現したとなると支持しなきゃあと私は考えるのだ。苦しみは充ち満ちているし、もしお互いにこれまでの恨みを晴らそうとしたら戦争はいつまで経っても終らない。）
But there is an opportunity. I would feel selfish if I did not help any way I could.
Help does not mean to intervene. I will not meddle if I am not invited to do so.
But if I can serve as a go-between with my experience I will support the government’s call for dialogue with the rebel forces who also have their problems who also have their fears. I think all us Latin Americans have to help.
LNさんが「あなたが体に６つの被弾痕を持つ元ゲリラだから信頼されるという面がありますか」と聞くとムヒカは次のように答えます。：
Yes, it’s probable that there is more trust for lots of reasons. If they need a place to hold talks in Uruguay, they will find the table set with guarantees for the Colombian government and the ELN. It’s the least we can do. And if they ask for more, we’ll see.
次の話題は新しいローマ教皇フランシスコに関していて、私にとって甚だ興味深いものです。就任は２０１３年３月１３日、アルゼンチン、ブエノスアイレスの出身，１９３６年生れの本年７６歳。教皇としての名前はアッシジの聖フランシスから来ています。アッシジの聖フランシスのことをあまりご存じない方は是非少しお調べ下さい。イエス・キリストに最も近いともいわれるこの聖人の人間味にはほのぼのとした温かさがあります。
＜堕胎、同性婚の合法化、無神論者、教皇訪問＞
LNさんは次にムヒカ大統領のフランシス教皇訪問を取り上げます。「あなたは既にマリファナ、堕胎、同性婚を合法化し、それに、ご自身は無神論者、ローマ法王庁はこれらすべてに断固反対なのに、なぜ新教皇フランシスを訪問したのですか」という問いに対して、ムヒカは答えます。
Humanity.（彼の人間性だな。）We have to admit that this Pope is quite something. There is a lot to him.（この教皇はただ者じゃないと認めざるをえないな。大したお人だ。）And I think he is trying to modernize the last royal court of the modern world: the Church. He talks of returning to basics, of humanity, of commitment. So as a person I have tremendous respect for the Pope.（だから人として私は教皇に対して甚大な敬意を抱いている。）
On the other hand, it is true, I am an atheist. But I admire the Catholic Church because I am a Latin American and we Latin Americans have two things in common: language and the history of the Church in this continent. So I give it importance, although my country is the most secular in the region. But in the Caribbean, Brazil, Venezuela,
Colombia people are profoundly catholic and I don’t want to be divorced from my people.

Yes. I asked him to do what he could. Why? Because he has such a deep penetration in society, especially among the most humble in the Colombian countryside. （何故なら彼は社会に、特に、コロンビアの田舎の最下層の人々の間にとても深い浸透力を持っているからだ。） Whatever a parish priest says on a Sunday during his sermon is important in the opinions of the people. The church has ways of communicating things at a popular level that aren’t said at the top. It can help develop an attitude of peace in a country made sick by war.
ムヒカ大統領は人間一般の歯止めのかからない消費中毒を何とかしたいという強い気持を持っています。彼の大きな持ち物は古い農業用トラクターと１９８７年のフォルクスワーゲン「ビートルズ」、しかも週末にドライブするだけです。「みんな都会に住んで車を乗り回し、交通を渋滞させることで人生の半分を浪費している」と彼は言います。
＜消費中毒＞
それでも発展途上国は発展を続けるべきだとあなたは考えているのではないかという質問に対して、
I don’t oppose consumption. I am against waste.（私は消費に反対しているのではない。浪費に反対しているのだ。）
We have to produce food for the hungry, roofs for those who need a home, build schools for those who don’t have schools. We need to solve the water problem.
If every powerful person has three, four, five cars and need 400 square metres（たぶん400 metres square の間違い） to live and a house at the beach and airplane to go here and there, then there isn’t enough for everyone.（もし有力者の誰もが３つ、４つ、５つと車を持ち、住むのに４００メートル四方の広さが必要で、海浜に別荘、あちこち飛び回るための飛行機が要るというのなら、とても物が皆には行き渡らないさ。）
What does modern science tell us? It tells us indisputable facts. If the current world population aspired to consume like the average American, we would need three planet earths.（もし現在の世界中の人が平均的アメリカ人のように消費しようと願うのなら、地球が三つは必要だろう。） Which means that if we continue tossing out things, naturally a great part of humanity will never have anything. They are doomed.
この大統領の熱のこもった答えに対してLNさんは「それでも人々は浪費を続けている。ここから１時間ほどの所には、プンタデレステというラテン・アメリカのサントロペ（南仏の有名なリゾート）といわれる豪奢なリゾート地が栄えているけれど、あなたはそういう状況を制限しようとはしていない。したくないのか、それとも、出来ないのか」と問いただします。
No I can’t.
The economy wouldn’t grow as it is. This is a philosophical matter.
I can’t fix this as a government. I’m a prisoner of this myself.
What I’m pointing out is where we’re heading. True, there is extraordinary waste here.
There are houses used only 20 days a year in Punta del Este luxurious houses while others don’t even have a shack to sleep at night.
It’s crazy, unjust. I oppose that world. But I’m a prisoner of that world.
「しかしこれまであなたはそれを変えようとしなかった」
Because if I tried to impose my way of living on the rest, they’d kill me.（なぜなら、もし私が他の人々に私の生き方を押し付けようとしたら、彼らは私を殺すだろう。）

But allow me the freedom to express myself. Because we complain about global warming while we assault nature by producing so much waste.
We are mortgaging the future of the next generations.

My goal is to achieve a little less injustice in Uruguay, to help the most vulnerable, and to leave behind a political way of thinking, a way of looking at the future that will be passed on and used to move forward.（私の目標はウルグアイ内の不公平をちょっぴり減らすこと、最も弱い人々を助けること、そして、一つの政治的な考え方、次代に伝え、前進するのに役立つような未来への視線のあり方を残すことだ。）
There’s nothing short-term, no victory around the corner. I will not achieve paradise or anything like that. What I want is to fight for the common good to progress.
Life slips by. The way to prolong it is for others to continue your work.
ムヒカ大統領はLNさんに少々荒れ気味の農場を案内しながら、大統領を辞めたら又百姓仕事に戻り、農場技術学校を作ろうと思っていると話します。まだ任期は一年あるのですが、留任は考えていないようです。
「右翼も左翼も政権にしがみつくのに、あなたは何故あっさり辞めようとするのですか。権力は必ず腐敗すると考えるからですか」とLNさんは質します。
I am a republican.（私は共和制主義者だ。）
Republics exist to try to demonstrate that no-one is better than anyone else. A president is a high-level official who is elected to carry out a function.（共和政体は、天は人の上に人を作らず、人の下に人を作らないことを示そうとするために存在する。大統領は一つの役目を遂行するために選ばれた上層公務員だ。）
He is not a king, not a God. He is not the witchdoctor of a tribe who knows everything.
He is a civil servant. As such he must leave and be replaced. I am against re-election.（大統領は一人の公僕だ。そうした者として、彼は職を辞し、交替させられるべきだ。私は再選に反対です。）
There are feudal systems that have survived within our republics.
So we lay down red carpets, the kind of things used by kings. I don’t like those things.
I think the ideal way of living is to live like the vast majority of people whom we attempt to serve and represent.
＜恐れ戦く米国＞
「米国は敵だけでなく味方の国もスパイしているのは何故だと思いますか」
との問いに、ムヒカ氏は「米国はとても怖がっているからだ」と答えますが、米国はやがて良い方向に変わると信じています。その理由が愉快です。
Because it is afraid. Very afraid. Bacause it has played the role of a policeman and it has made many enemies in its history. And he who has many enemies naturally is very afraid. All that. It’s a mix.
But I don’t put all the United States in the same bag. There are many United States.
Luckily the number of Latin Americans grows.
The United States will become a bilingual nation very quickly.（合州国はもうすぐ二公用語国家になるでしょう。）
The wombs of Latin American women will conquer it little by little. （ラテン・アメリカ女性の子宮がじわじわと合州国を征服するでしょう。）They are stronger for love. So they have children and establish changes in the U. S. society. But it will take time.
＜詩人哲学者＞
「あなたは大統領であるだけでなく哲学者であり詩人でもあるから、幸福の秘密は何かを教えて下さい」という要請に対して、
To live in accordance with how one thinks. To talk to the man you carry inside.
It’s the companion we carry to our grave.（考えるところに従って生きること。あなたが自分の中に持ち歩いている人間に話しかけること。それはお墓まで一緒の連れ合いだからな。）Be yourself and don’t try to impose your criteria on the rest.
I don’t expect others to live like me. I want respect people’s freedom but I defend my freedom. And that comes with having the courage to say what you think even if sometimes others don’t share those views.
「でも、あなたは外交的であろうとはしない。時々とても非外交的だ」と言われると、
Yes, I am too direct sometimes. You are right.（そう、私は時々づけづけと言い過ぎる。あなたの言う通りだ。）Because the language I use is the truth, even when I’m mistaken. And when I’m wrong I admit it and say it publicly.
最後にLNさんがアルジャジーラのインタビューに応じて下さって有難うと謝辞を述べると、ムヒカ大統領は

ムヒカ大統領の「大統領は一人の公僕だ」という言葉は、私に、かれこれ４０年ほど前に聞いたチョムスキー夫人の言葉を思い出させました。大学の教師の立場にあって、祖国アメリカとイスラエルの非行を堂々と糾弾するノーム・チョムスキーを私が知ったのは、７０年代初頭のカナダでの出来事でした。当時、チョムスキーは米国の出版社やメディアから閉め出しを食らって、発言手段として、カナダ、モントリオール市の小さなアナーキスト出版社「Black Rose Books」を頼りにしていました。チョムスキー夫人はその当時の夫を支えて、「彼は立派なa civil servant です」と言い切るのを聞いて、「ああ立派な奥さんだ」と私は痛く感心したものでした。ムヒカ大統領の「自分は一人の公僕だ」という自覚にも、いま、同じように心を打たれます。
私たちの多くがどっぷりと漬かっている消費文化生活についてもよくよく考えなければなりますまい。ムヒカ大統領は、つい先頃の国連総会で、浮薄過剰な消費文明を糾弾する講演を行いました。大手マスメディアは殆ど取り上げませんでしたが、国連総会の多くの出席者の臓腑に沁みわたった発言だったに違いありません。そのさわりの所を少し紹介します。
“We have sacrificed the old immaterial Gods, and now we are occupying the temple of the Market-God. He organizes our economy, our politics, our habits, our lives and even provides us with rates and credit cards and gives us the appearance of happiness.（我々は古い非物質的な神々を犠牲にしてしまい、いまやマーケット神の神殿に詰めかけている。この神が我々の経済、政治、習慣、生活を取り仕切り、挙句の果てに、相場やクレディット・カードまで供給してくれて、我々に見せかけの幸福を与えてくれている。）”
“It seems that we have been born only to consume, and to consume, and when we can no longer consume, we have a feeling of frustration and we suffer from poverty, and we are auto marginalised.（我々はまるでひたすら消費に消費を重ねるだけのために生まれて来たみたいだ。そして、もうこれ以上消費が出来なくなると、我々は挫折感を味わい、貧困の情に苦しみ、かくて、自動的に自らの存在価値を卑小なものにしてしまうのだ。）”
さて、このあと、無神論者のムヒカ大統領がぞっこん惚れ込んだらしいフランシスコ教皇の話をするつもりでしたが、長くなり過ぎたので、目についた関連記事を三つほど付記して、またの日に論じたいと思います。フランシスコ教皇やムヒカ大統領、それに加えて、私の期待をかき立てる何人もの女性政治家がラテン・アメリカの地には続々出現しています。中南米に澎湃と沸き上がる人間らしい人間たちの力強い声に私は希望をつなぎたいのです。
