　日本政府は28日、サンフランシスコ講和条約発効61年を祝う「主権回復と国際社会への復帰を記念する行事」を開催した。日本は第2次大戦での敗戦から7年間、戦犯国として連合国による占領統治を受けていたが、1952年4月28日に米国のサンフランシスコで締結されたこの講和条約により独立国として再出発し、戦犯国としての法的制裁から抜け出したことになっている。今年になって初めて日本政府主催で行われたこの「主権回復の日」の行事には、明仁日王（原文ママ）夫妻、安倍首相、国会議員など400人以上が出席。終了後、安倍首相と出席者らは両手を上げて「天皇陛下万歳」を三唱した。

　安倍首相は式辞で「（占領期は）わが国の歴史において初めての、そして最も深い断絶であり試練だった」「（今日の日を）未来へ向かって希望と決意を固める日にしたいと思う」と述べた。安倍首相は首相就任前にも、この式典に送ったメッセージの中で「占領軍が作り上げた憲法や教育基本法、そしてその土台の上で形成された精神を正し、真の独立を取り戻さねばならない」と訴えていた。

　日本が連合国の占領統治を受けるようになったのは、日本が近隣諸国を侵略し、数千万人を殺傷したことに対する国際法に基づいた審判だった。日本が「4月28日」を異民族による不当な支配から抜け出した日でもあるかのように「主権回復」という言葉を使うのは、歴史の真実から顔をそむける明らかな歪曲（わいきょく）だ。第2次大戦後、日本と共に戦犯国として連合国の統治を受けたドイツには、「主権回復の日」などない。ドイツの政治指導者らは敗戦日に自分たちの歴史的過ちを反省し、国民には隣国を侵略した日として記憶させ、歴史の教訓を忘れてはならないと呼びかけてきた。

　安倍首相は「連合軍による占領統治が問題を残した」として、連合軍司令部が作成した平和憲法と教育基本法を常に批判している。平和憲法には軍隊の保有を禁ずる条項があるが、これは隣国の国民を惨劇に追いやった歴史を繰り返さないようにする仕組みでもある。安倍政権は隣国の侵略を禁じたこの条項を「屈辱」と主張し、再軍備を日本による真の出発と強弁している。さらに安倍政権はかつての侵略の歴史を謝罪した村山談話と河野談話を見直し、侵略の歴史を正当化する動きも示している。安倍政権による平和憲法への挑戦と侵略歴史の否定などの動きには、政府行事として格上げされたこの「主権回復の日」などを通じ、「新しい日本」を主張する意図が見え隠れする。そのためアジア諸国が日本による侵略歴史の否定と再軍備の動きを脅威として受け取るのは当然のことだ。

　歴史に「たら・れば」は禁句だというが、日本がもし近代史で「侵略」されていたら、どうだっただろうか。

　例えばこうだ。1895年10月8日の夜明け前、大韓帝国（韓国）の浪人48人が東京・千代田区の皇居に侵入し、皇后に朝鮮刀を突き付ける。浪人たちは皇后を殺害し、その遺体に枯れ枝を積んで火を付ける。

　10年後、韓国は東京の中心に軍隊を派遣し、明治天皇を脅迫して日本の外交権を奪う条約を強制的に締結させる。明治天皇は1907年、オランダ・ハーグに密使を送り、日本を植民地にするという韓国の陰謀を国際社会に告発しようとするが、息子（後の大正天皇）に天皇の地位を無理やり譲る羽目になる。

　3年後、悠久の歴史を誇る日本という国は、地球上からなくなる。強暴な隣国・韓国が、日本を併合する形で国を奪うのだ。韓国の野望はこれに終わらない。満州事変を起こして中国を攻撃した上、南京大虐殺で30万人の命を奪ってしまう。大東亜共栄を叫び、米国ハワイの真珠湾を奇襲する。だが韓国は最終的に木浦と釜山に原子爆弾を落とされ、無条件降伏を強いられる。そして日本は韓国による植民地支配から解放される―。

　あり得ない仮定だが、これが史実だったとしたら、その後韓国の指導者が「侵略の定義は定まっていない。国の立場によって異なる」と述べて侵略の事実を否定したとき、日本の国民はどのような気持ちになるだろうか。韓国の最高指導者が、戦犯を合祀（ごうし）した国立ソウル顕忠院に供え物を奉納し、閣僚たちが相次いで参拝しても、これを単に韓国国内の問題だと捉えるだろうか。

日本の戦争犯罪は国際的にもよく知られた事実だ。ニューヨーク州立大学ビンガムトン校のハーバート・ビックス教授の著書『昭和天皇』によると、日本が起こした侵略戦争によって、アジアでは韓国人をはじめ2000万人が犠牲になった。日本人も、自国が起こした戦争によって310万人が命を落とした。侵略戦争の過程で昭和天皇は化学兵器（毒ガス）の使用を少なくとも375回許可した。一部の日本の学者が主張するように、南京大虐殺の被害者が30万人ではなく2万人だったとしても、犯罪の事実自体が消えるわけではない。

　安倍晋三首相は、侵略について謝罪した村山談話を「継承しない」と表明した。戦争ができる強い日本となるよう、憲法改正も訴えている。ドイツでこのようなことを主張したら、ドイツ社会は驚いて首相の辞任を要求するだろう。アンゲラ・メルケル首相は「ナチスの犯罪に対し、ドイツは世代を受け継いで永遠に責任がある」と述べた。

　日本の国内総生産（GDP）はドイツの1.7倍に達し、英国とフランスのGDPを合わせた額をも上回る。中国に抜かれたものの、今なお経済規模で世界第3位の大国だ。それにもかかわらず、日本はドイツと異なり周辺諸国から認められず、国力に見合うほど尊敬されてもいない。安倍首相はそれがなぜなのか、突き詰めて考えるべきだ。

　良識のある人は、他人の苦しみを推し量り、自分の生き方を反省する糧にしている。そのような認識を全く持たずに迷走する指導者が、日本を再び不幸の道に追い込もうとしている。これは何よりも日本の国民にとって残念なことだ。
