19日行われた米大統領候補の最後の討論会では、共和党ドナルド・トランプ氏は少しの間、落ち着いた慎み深い候補者になりつつあるように見えた。言葉による殴り合いに突入せず、冷静に自身の見解を説明するような候補者にだ。
その後、トランプ氏の好きなテーマ――不法移民の流入を封じるために国境に壁を築くこと――が出ると、クリントン氏はトランプ氏のメキシコ訪問に言及。トランプ氏がメキシコのペニャニエト大統領に対し、壁の建築費用をメキシコに払わせるという要求を面と向かって言えなかったと指摘した。
討論会の流れが変わったのはその時だ。クリントン氏がトランプ氏を挑発しようと「エサ」を投げたとすれば、トランプ氏はそれに食いついたのだ。カウンターパンチが得意だと自認するトランプ氏は、反撃を開始した。討論会は過去2回と同じような展開を見せ、険悪で緊張をはらんだ言葉の応酬に転じ、中身のある議論は非難合戦に取って代わった。同じことが三たび繰り返されたという印象であり、今回の討論会が選挙戦の様相を一変させる可能性はなさそうに思える。

トランプ氏はクリントン氏が国境の開放を望んでおり、3万3000通の電子メールを私用メールサーバーから削除したのは犯罪だと断じた。一方のクリントン氏はトランプ氏をロシアの「あやつり人形」だと言い放った。大統領選の結果を操作するため、クリントン氏の支持者たちのメールシステムに侵入するよう、トランプ氏がロシアに促したというのが根拠だ。

クリントン氏は、トランプ氏が米国の核兵器の起爆コードを握る人物には不適格だと述べた。一方、トランプ氏は過激派組織「イスラム国」（IS）が誕生した責任はクリントン氏にあると述べた。クリントン氏は攻撃の手を緩めず、トランプ氏の納税問題や移民を利用したことなどについて批判を繰り広げ、トランプ氏が反論すると微笑んだりした。トランプ氏は怒りを募らせ、クリントン氏が話している最中に割り込むというこれまでの討論会の態度を繰り返した。
低俗に向かう一方の非難合戦は、トランプ氏がクリントン氏はそもそも出馬が許されるべきではなかったと発言するまで続いた――そして驚くべきことに、トランプ氏は大統領選の結果がどうあれ、それを尊重すると明言するのを拒否したのだ。彼は「そのときになったら言う。あなた方の気をもませておく」と言った。これは前例のないことで、今回の討論会はこの返答によって記憶されることになるだろう。
これまでの討論会を聞いてきた人にとっては、新しい中身はほとんどなかった。中身という点では、両氏とも支持層を拡大するためというより、地盤固めを目指した議論を組み立ててきたようだ。
トランプ氏は最高裁判所に関する最初の質問への回答の中で、銃を持つ権利を支持していることを強調し、最高裁の判事にはこの権利を支持する人物の就任を望むと述べた。クリントン氏は同性愛者の権利や銃の所持制限、選挙資金の制限などを含むリベラル派の優先課題を支持する人物の就任を望むと回答した。
中絶問題でも同様に、両氏ともそれぞれの党の主張と一致する見解を述べた。クリントン氏は中絶の権利を熱心に訴え、一方のトランプ氏は中絶を禁止する州の法令が違憲だと判断した最高裁のロー対ウェイド判決について、この判決を最高裁が覆し、各州の裁量に戻せば喜ばしいことだと述べた。
最後の討論会に臨む両氏の目の前には、それぞれ異なる2つの戦略的選択があった。その選択肢には、世論調査の支持率での立ち位置と、大統領選までに残された選挙戦を展開する上で見込みのある道が反映されていた。
トランプ氏にとっての問題は、焦土作戦の様相を呈しているもの――クリントン氏を腐敗した不誠実な人物としてたたき、この選挙と政治プロセスがいかさまであると主張すること――を続けるのか、もしくは失われた雇用や不利な貿易協定といった人気のある経済的メッセージに軸足を戻すのかだ。後者のアプローチはトランプ氏の訴求力を広げるかもしれない。だが前者のアプローチはこれまで支持層をつかんできたうえ、クリントン氏を同時に引きずり下ろすことは、トランプ氏にとっては現段階で優先すべき目標のように見える。
一方のクリントン氏は、トランプ氏のやり方で戦う（個人攻撃を仕掛け、彼からの攻撃には同じように反撃する）か、もしくはそうした領域を無視し、より前向きな議論を試みるかを選ばなければならなかった（討論会の最後に有権者に向けて言った言葉のようにだ）。
前向きな議論を展開するという選択肢は、最終的にクリントン氏に投票する理由を浮動層に与えたいと考えている同氏のアドバイザーたちにはいくらか魅力的だった。だが、トランプ氏の攻撃に反撃しないことにも大きな危険が潜む懸念もあった。共和党候補の指名争いで多くの候補者がこのアプローチを試みたものの、結果的に苦しんだ。
結局、両氏とも両方のアプローチを少しずつ試みた。最後となった今回の討論会がほぼすでに決心している有権者の気持ちをさらに固める以上の判断材料になった可能性は少ない。クリントン氏にリードを許している選挙戦を一新させる必要のあったトランプ氏にとっては朗報ではないかもしれない。クリントン氏は討論会の序盤から、トランプ氏に挽回の機会を許すまいとする意気込みを明白に示していた。

共和党候補のドナルド・トランプ氏が米大統領になる最大のチャンスは、自分自身よりも大きなテーマを選挙運動の中心にすることだっただろう。経済を再生させ、最高裁の判事を交代させ、イスラム国を壊滅させ、そのほか現状に満足していない国民に変化をもたらすようなことだ。19日に行われた米大統領候補による最後の討論会は、彼のアキレス腱である激高しやすさや傲慢さを露呈したとはいえ、もっと論点を絞った戦い方をしていれば、どうなっていたかという可能性を示すものだった。

トランプ氏が個々の論点で民主党候補ヒラリー・クリントン氏を言い負かすことはなさそうだが、討論会の大半においてクリントン氏との哲学的な違いを浮き彫りにすることができた。それは世論調査での劣勢を挽回するための最善の策といえる。彼は最高裁のあり方や銃を携帯する権利、憲法の本来の意味を守ることについて効果的に議論を進めた。
クリントン氏は米憲法の下で個人が武器を携帯する権利を認めたヘラー判決についての自らの反対の立場をうやむやにしようとしたが、トランプ氏はそれを許さなかった。クリントン氏はヘラー判決を覆すことはなくても、銃を厳しく規制する判事を任命することになるだろう。
トランプ氏は経済政策でも両者の大きな違いを示すことに成功した。彼は減税するが、クリントン氏は増税する。彼は医療保険制度改革法（オバマケア）を廃止するが、クリントン氏は拡大する。彼は経済をより強くして所得を増やすが、クリントン氏は所得を再配分したがっている。彼女はその計画で「政府債務を1セントたりとも増やさない」と主張するが、それはばかげている。
トランプ氏の貿易に対する考え方は間違っており、北米自由貿易協定（NAFTA）についての主張もばかげていると思うが、彼はクリントン氏がこの問題で二枚舌を使っていることを明確にした。クリントン氏は環太平洋経済連携協定（TPP）の条文を読んでから反対したと述べているが、内部告発サイト「ウィキリークス」の文書によると、TPPが合意に達する前から政治的な理由で反対の立場をすでに決めていたという。
討論会の司会、FOXニュースのクリス・ウォレス氏が、クリントン氏の国務長官在任中に外国企業からクリントン財団への寄付金を受けていたことを質問したときも、同氏は矛先をかわそうとした。トランプ氏がクリントン夫妻はハイチへの支援のためだとしながら、主に自分たちの友人が有利な契約を結べるよう取り計らっていると攻撃したのは正しかった。

問題は、これらのいずれかが有効打になったかどうかだ。クリントン陣営はトランプ氏の心理学的プロファイリングを行い、彼の最大の弱点は個人的な批判を無視したり受け流したりできないことだと結論づけたのに違いない。共和党の予備選挙における対立候補たちが犯した間違いは、彼を政策の中身について攻めて落とそうとしたことだ。これに対し、クリントン氏は彼の人間性が不適格であると示すことに注力した。19日の討論会では次から次へとわなをかけ続け、トランプ氏は大抵のわなにまんまとはまった。
クリントン氏がセクハラ被害を訴える女性たちのことを問いただすと、トランプ氏の愚かさが露呈した。彼は反撃に出ようと、トランプ陣営が手配した女性たちだと主張した。仮にそうだとしても、トランプ氏が11月8日に勝利するためには女性有権者に対してもっと上手に振る舞う必要があった。「私ほど女性に敬意を払っている人間はいない」と自慢するのではなく（女性へのわいせつ発言が発覚した後で、信じられる言葉ではない）、痛恨の極みとまでは行かなくても、謙虚さを女性有権者は見たかったはずだ。
トランプ氏の最大のミスは、大統領選で負けたときに結果を尊重すると明言するのを拒んだことだ。FOXのウォレス氏の問いかけにトランプ氏は「そのときになったら言う」と答えた。「あなた方の気をもませておくよ」と続けたのはなおさら悪かった。
こうしてトランプ氏は高慢なトークに戻り、負けず嫌いのせいで選挙戦の責任を取るのを拒否した。左派・右派を問わず有権者は選挙制度を信頼したいと思っている。トランプ氏の発言からは、彼と彼の陣営の最高責任者である（保守系ニュースサイト「ブライトバート・ニュース」会長の）スティーブ・バノン氏は、敗北したら自分たち以外の全員を責めるつもりなのかと疑いたくなる。確かにアル・ゴア氏は2000年の大統領選で最高裁の判決が出るまでジョージ・W・ブッシュ氏の勝利を受け入れなかったが、その例を見習いたいと思う共和党員がいるだろうか。
今回の選挙戦の厳しい現実は、共和党が勝利するお膳立てが整っていたということだ。国内が分裂し、不満が高まる中で、国民は新しい方向に踏み出したいと思っている。トランプ候補でさえ、第1回討論会が始まるまでは互角の戦いをしていた。3週間後に勝つにせよ負けるにせよ、その結果は彼自身がつかんだものだ。
