太平洋戦争末期に、日本が、市民をも巻き込んだ玉砕に進むのは、サイパンの事例があったからだ。

サイパンには、２万５千人の市民が住んでいたが、多くは、本土では生活が成り立たないために移住した、低層階級の人々だった。

市民が捕虜になって、米軍の扱いに驚き、喜ばされ、日本の戦闘意欲を失わせる、宣伝放送に利用される危険性があった。

実際、サイパンには、電灯がある市民収容所が建てられ、日に３度、肉と米を給仕するテントの前には、幸福そうな１０００人以上の市民が並んだ。

この市民の行動に、昭和天皇裕仁は、背反を見出した。

サイパンの万歳クリフでは、多くの市民が飛び降り自殺を強いられた。

市民を巻き込んだ沖縄戦については、改めて言うまでもない。
