トルコでクーデターか 軍が声明「新しい憲法を準備」

トルコのユルドゥルム首相は１５日、「軍内のある集団に不法行為があった」と地元テレビで語った。クーデターが起きた可能性があるが、情報が交錯しており、政権が事態を掌握しているかは不透明だ。ロイター通信が伝えた。
大統領府筋はエルドアン大統領は無事だと述べた。軍が「権力を掌握した」との声明が出たが、大統領府筋は「この声明は正当なものではない」とした。
首都アンカラでも戦闘機が飛行している。軍司令部で人質が取られているとの情報もある。最大都市イスタンブールでは銃声が聞こえ、ヘリコプターが旋回している。
同通信によると、トルコ国営メディアＴＲＴのアナウンサーは、軍の声明を読み上げたうえで、「民主主義が現在の政権によってむしばまれていた」と動機を説明、「可能な限り早く新しい憲法を準備する」と述べた。同通信はインターネットの監視団体の話として、トルコ国内でフェイスブックやツイッター、ユーチューブの使用が制限されていると伝えている。（カイロ＝翁長忠雄）

There are reports of celebratory gunfire erupted in Syria's capital Damascus as word got out that President Erdogan had been toppled, and people took the streets to celebrate there and in the government-held section of the divided city of Aleppo.
Turkey is one of the main backers of opponents of Syrian President Bashar al-Assad in that country's civil war, host to 2 million Syrian refugees.

What we know
The situation in Turkey right now is fluid to say the least, but here is a brief recap:
Reports began breaking just over two hours ago of strange goings on in Ankara and Istanbul - military jets flying low, soldiers blocking bridges. Rumours swirled of a coup or response to an attack.
Prime Minister Binali Yildirim soon after confirmed there had indeed been an uprising by "a group" within the military.
The military then issued a statement saying they had seized control. Martial law has been imposed, they said. Soldiers took control of TRT, state TV, which later went off air.
President Erdogan has appeared on television in a bizarre Facetime or Skype interview, saying the coup would not succeed and urging his supporters to take to the streets.
Airports have closed, some social media access has been restricted.
It is not clear who is control at this point and the apparent coup appears to still be unfolding.
DFAT has urged Australians in Turkey to stay indoors, away from crowds and to defer travel to Turkey if planned.

'Well-orchestrated coup'
A senior EU source monitoring the situation said: "It looks like a relatively well-orchestrated coup by a significant body of the military, not just a few colonels. They've got control of the airports and are expecting control over the TV station imminently. They control several strategic points in Istanbul.
"Given the scale of the operation, it is difficult to imagine they will stop short of prevailing. It's not just a few colonels," the source repeated.
One European diplomat was dining with the Turkish ambassador to a European capital when guests were interrupted by the pinging of urgent news on their mobile phones.
"This is clearly not some tinpot little coup. The Turkish ambassador was clearly shocked and is taking it very seriously," the diplomat told Reuters as the dinner party broke up. "However it looks in the morning, this will have massive implications for Turkey. This has not come out of nowhere."

In his rather extraordinary mobile phone live-cross on television, President Erdogan has reportedly said the uprising has come from a "minority" within the military.
Speaking by either Skype or Facetime, on a phone held up by a newsreader, he said the plotters would not succeed. AFP reports he told people to "take to the streets".

The Department of Foreign Affairs has just issued a message to Australian citizens, repeating the French and US calls for people to stay indoors:
"There have been unconfirmed reports of an attempted military coup in Turkey. There are reports of unauthorised military movements in Ankara and Istanbul and gunfire. Bridges across the Bosphorous in Istanbul are closed. Airport operations have been disrupted, including at Istanbul's Ataturk airport. Confirm your flight's status before travelling to the airport so long as it is safe to do so. You should stay indoors and avoid unnecessary travel. Avoid any large gatherings or demonstrations. Follow the directions of local authorities. We continue to advise Australians to exercise a high degree of caution in Turkey overall and to reconsider their need to travel to Istanbul and Ankara. Higher levels apply in some parts of Turkey."

Martial law has been imposed across Turkey and a curfew declared as the country was now being run by a "peace council" that would not allow public order to be damaged, an announcer on Turkish state broadcaster TRT said on Friday, reading a statement on the orders of the military, according to Reuters.
The announcer said the democratic and secular rule of law had been eroded by the current government and that a new constitution would be prepared as soon. Freedom of citizens was guaranteed by the "peace council", regardless of religion, race or language, the announcer said.

The US State Department has issued a travel alert to its citizens travelling or living in Turkey, telling them to "shelter in place" and stay indoors, according to Reuters.
France has issued a similar warning to its citizens.
"A message was sent saying that serious events were taking place in Ankara and Istanbul," said a French diplomatic source. "French citizens have been asked to stay inside."

US Secretary of State John Kerry has made brief remarks reacting to news from Turkey. He said he had no details but had heard reports, and that he hoped there would be "stability, peace and continuity" within Turkey.
It struck me that he did not condemn the reports, though I would not read too much into that at this point.
Turkey is a key NATO ally of the US.

Internet monitoring groups are reporting that access to Facebook, Twitter, and YouTube is being restricted in Turkey, according to Reuters.
Access does not appear to have been fully lost however given the amount of activity on social media from local users.

Military says it has 'seized control'
A Turkish news agency has published a statement from the military saying the armed forces have "fully seized control" of the country.
The Dogan agency reported that the statement said that the military did this "to reinstall the constitutional order, democracy, human rights and freedoms, to ensure that the rule of law once again reigns in the country, for the law and order to be reinstated."
The military statement went on to say that "all international agreements and commitments will remain. We pledge that good relations with all world countries will continue."

Good morning. There is fast-breaking news in Turkey today with reports of a late night uprising by sections of the military against the government.
Prime Minister Binali Yildirim said on Friday the group has attempted to overthrow the government and security forces have been called in to "do what is necessary",
"Some people illegally undertook an illegal action outside of the chain of command," Mr Yildirim said in comments broadcast by private channel NTV.
